MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 27, 1986 <br />PAGE 3 <br />ORDINANCE 0-86-14 <br />AN ORDINANCE AMENDING SECTION 7-1.02, SUBDIVISION 3(a) <br />OF THE MUNICIPAL CODE RELATING TO IMPOUNDING OF VEHICLES <br />PUBLIC HEARING ON ASSESSMENTS FOR IMPROVEMENTS TO HAMLINE AVE. AND ALLEY <br />SOUTH OF LARPENTEUR, ALBERT ST. TO HAMLINE AVE. <br />At 8:00 P.M. Baldwin opened the public hearing on assessments to Hamline <br />Ave. and alley south of Larpenteur, Albert St. to Hamline Ave. and <br />presented the affidavits of publication and mailing. He informed the <br />public any questions relating to construction may be discussed with the <br />city and County engineers following the hearing. <br />Baldwin stated one senior citizen hardship deferral request has been <br />received and that such requests will be reviewed individually as the city <br />has no set policy relating to deferrals. Schroeder explained state <br />statute does allow considering deferral for seniors 65 or older or anyone <br />retired due to total disability. The deferral request will be placed on <br />the September 10th agenda to allow time to obtain information on deferrals <br />from other governmental agencies. <br />STEVE HORAZDOVSKY, OWNER OF THE SERVICE STATION AT 1565 HAMLINE, asked <br />what the interest rate and length of term for the assessment would be, to <br />which Baldwin replied it would be 8$ for 10 years. <br />BEVERLY DOBIN, 1362 W. LARPENTEUR, asked when the alley will be completed <br />and commented driveways are breaking down due to the construction. <br />Schunieht stated the alley is scheduled to be completed the next day <br />(August 28th), and Baldwin recommended Mrs. Dobin discuss her other <br />problems with the engineers following the hearing. <br />Baldwin read into the record a letter from CONSTANCE AND ROBERT OLSON, <br />1386 W. LARPENTEUR, objecting to the assessment as the alley does not <br />drain properly and they object to paying for poor construction. Schunieht <br />assured the alley will be reconstructed to drain properly. <br />Baldwin explained the decision to construct a sidewalk on Hamline from <br />Idaho to Larpenteur was made following receipt of a petition signed by 50 <br />persons and 2 of 3 three property owners abutting the sidewalk deciding <br />they would like the sidewalk. The vote of approval was taken by phone and <br />passed 3 to 2. <br />Since there were no others wishing to be heard Baldwin closed the hearing <br />at 8:22 P.M. Chenoweth moved, seconded by Wallin, adoption of Resolution <br />R-86-33.
