MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 10, 1986 <br />PAGE ~ <br />(1) no deferrals of assessments less than $500.00, (2) deferral of principal <br />only, interest must be paid, and (3) ten year cap on deferment. The proposed <br />ordinance will be reviewed at the September 24th meeting. <br />CITY CHANGES POLICY FOR CONTRACTUAL FIRMS - WILL NO LONGER MAKE ANNUAL <br />APPOINTMENTS <br />Council discussed past engineering problems, the fact that consultants have <br />been appointed annually (in recent years with a six month review requirement), <br />and whether or not it would be feasible to obtain an engineering firm on a <br />project by project basis rather than appointment of one firm. Council <br />concurred on a policy change; appointments will no longer be made on an annual <br />basis. Baldwin stressed that with this change the Bonestroo firm's role will <br />be mainly archival, historical, and transitional for the immediate future. <br />Following a lengthy discussion Baldwin moved, seconded by Chenoweth, directing <br />Barnes to prepare a list of forseeable engineering projects, contact various <br />firms, enter into discussion with them, and present Council with a <br />recommendation. Any firm working in the city will be reviewed at least every <br />six months and the control list to be kept by the secretary will be reviewed <br />every three months. <br />RESIGNATION OF DEBORAH TRENT-SULLIVAN FROM PLANNING COMMISSION <br />Ciernia moved, seconded by Wallin, acceptance of the resignation of Deborah <br />Trent-Sullivan, 1888 Simpson, from the Planning Commission. Motion carried <br />unanimously. <br />APPOINTMENT OF CAROLYN NESTINGEN TO PLANNING COMMISSION <br />Wallin moved, seconded by Ciernia, appointment of Carolyn Nestingen, 1777 <br />Lindig, to the Planning Commission to complete the term of Trent-Sullivan (term <br />expires 12/31/86). Motion carried unanimously. <br />1987 BUDGET DISCUSSION <br />Council reviewed the proposed 1987 budget, made changes and recommendations. <br />Council concurred Terry Iversonts position is a separate category and should be <br />handled under a separate account. Finalization of the budget is scheduled for <br />September 24th. <br />COUNCIL TO MEET AT 6:30 P.M. ON 9/24/86 <br />Council agreed to meet at 6:30 P.M., September 24, 1986 to examine the role of <br />the Public Safety Officer/Fire Marshall. <br />ADJOURNMENT <br />Ciernia moved, seconded by Baldwin, adjournment at 10:30 P.M.
