MINUTES <br />REGULAR CITY COUNCIL <br />OCTOBER 8, 1986 <br />PAGE 3 <br />MEETING <br />MARKET ANALYSIS TO BE REFERRED TO PLANNER <br />Council briefly discussed the market analysis which was recently <br />completed, and stressed the fact that any firm developing the southeast <br />corner will pay half the cost of the analysis. Comments were made on some <br />errors in the document, after which Chenoweth moved, seconded by Wallin, <br />that the document be referred to the city planner and that a e~ py of his <br />report be an addendum to the market study after adoption by Council. <br />Motion carried unanimously. After Council adoption the document may be <br />distributed to prospective developers. Copies will also be provided the <br />Planning Commission Members. <br />PROPOSED AMENDMENT TO LIQUOR CODE DEFERRED <br />Schroeder explained he had contacted the League of Cities, the Assistant <br />Attorney General, and draftsman of the recently adopted State Statute <br />relating to "On-Sale" Non-Intoxicating Malt Liquor, and all agreed the <br />Statute does make the licenses issued to Falcon Lanes and Rock-A-Fellas <br />illegal. He was also informed this was probably not the intent of the <br />legislature, however the city might have some liability if the licenses <br />are allowed to remain in effect. Council discussed the matter and <br />concurred the ultimate solution is a legislative one, after which Hard <br />moved, seconded by Wallin, directing the attorney to draft a letter to the <br />Attorney General requesting an opinion on the license statute. Motion <br />carried unanimously. Copies of the letter will be forwarded to the <br />legislators. <br />1987 POLICING CONTRACT APPROVED <br />Chenoweth moved, seconded by Hard, approval of the 1987 policing contract <br />with Ramsey County Sheriffts Department, and authorization for Baldwin and <br />Barnes to sign the same. Motion carried unanimously. <br />FINALIZATION OF PUBLIC SAFETY OFFICERtS DUTIES DEFERRED <br />Since no reply had been received from the Fire Department relating to the <br />duties, turn around time for plans, etc., the matter was deferred until <br />the information is available. <br />HEARING ON LIQUOR CODE INFORMATION SCHEDULED FOR 11/12/86 <br />Hard moved, seconded by Ciernia, scheduling a hearing on the proposed <br />liquor code amendments for November 12, 1986, 7:15 P.M., with mailed <br />notice to each business presently holding liquor/beer/wine licenses. <br />Motion carried unanimously. <br />1987 SANITARY SEWER BUDGET ADOPTED <br />Barnes explained Metro Waste Commission is increasing 1987 sewer charges <br />to the city $4,500 per month which will probably necessitate a rate <br />increase to all residential and commercial properties, after which Ciernia <br />moved, seconded by Hard, adoption of the 1987 sanitary sewer budget. <br />Motion carried unanimously. <br />~~ <br />
