There being no one present <br />wishing to be heard, Baldwin closed the hearing at 7:19 P.M., after which <br />Chenoweth moved, seconded by Ciernia, adoption of Ordinance No. 0-86-15 <br />Motion carried unanimously. <br />ORDINANCE N0. 0-86-15 <br />AN ORDINANCE AMENDING CHAPTER 6 OF THE MUNICIPAL CODE <br />RELATING TO ALCOHOLIC BEVERAGES <br />DISCUSSION - ONE FOOT STRIP AT END OF LINDIG <br />Baldwin commented on his meeting on October 23, with Barnes, Steve Ozanne, <br />and Heinrich Loos, resulting in his memo dated October 28, 1986, a copy of <br />which is on file in the Clerk's office. He stressed the fact that Council <br />had previously been dealing with incorrect numbers and Loos and Ozanne had <br />actually paid for utilities on both sides of Lindig at the time the <br />properties were developed. Therefore, the one-foot strip is a tool by <br />which they may be reimbursed if the lots on the east side are developed, <br />and at the October 28th meeting Loos and Ozanne had indicated they expect <br />a resonable return on their investment in the 3 to 4y interest range. <br />IRENE MACGREGOR inquired if this was a reversal of the last decision to <br />which Baldwin replied it is a reversal as they were previously dealing <br />with incorrect numbers, but there would be very little change from the <br />cost originally quoted. <br />JOANNE BEHRENS asked if they would be required to bring the utilities to <br />their north property line and was informed the utilities to the lot to the <br />south were only installed to the middle of that lot and Behrens would be <br />required to pay for utilities from the middle of the lot to the south to <br />approximately the middle of their lot which would be equal to a normal <br />lot. Following the discussion, Council concurred as follows: (1) the city <br />does not feel responsible to participate in the cost of a street or <br />cul-de-sac for any extension of Lindig, (2) agreed Behrens would not be <br />assessed for utilities for more than the width of one lot, and (3) the <br />city does not wish to purchase the one-foot strip and hold it until <br />development takes place. Baldwin and Barnes will arrange a meeting with <br />Irene MacGregor and Sping Lin to explain the figures. <br />PROPOSED CONTRACT COMPLIANCE ORDINANCE RECOMMENEDED BY HUMAN RIGHTS <br />COMMISSION <br />Wallin and Human Rights Member Bob Lamb presented the policy statement and <br />proposed compliance contract requiring all contractors to take affirmative <br />action to ensure all employment practices are free of discrimination, <br />Following a discussion relating to the possible impact on the city <br />obtaining bids, whether or not there is a need for such a document, and <br />enforcement, Council directed Schroeder to review the language and make <br />recommendations for presentation to all city commissions. Council will <br />review the attorney's recommendations at the January 14, 1987 meeting. <br />CITY TO DELAY PAYMENT OF CHARGES FOR RECONSTRUCTION OF ALLEY BETWEEN <br />LARPENTEUR AND CALIFORNIA, RUNNING FROM HAMLINE TO ALBERT <br />
