MINUTES <br />REGULAR CITY COUNCIL MEETING <br />NOVEMBER 12, 1986 <br />PAGE 3 <br />Ciernia commented on the fact that the reconstructed alley does not look <br />good, he doubted the alley is serviceable or could be maintained properly, <br />and suggested some action be taken, such as denying full payment, or no <br />payment until there is a written agreement explaining how the problems <br />will be remedied. Council concurred the purpose of the project was to <br />drain the alley, it does not drain properly, so the job has not been <br />accomplished. Council agreed to withhold payment of the entire cost of <br />alley reconstruction ($19,557.64), and any other charges (such as city <br />engineering fees) relating to the alley. Barnes was directed to schedule <br />a meeting with Ramsey County and the city engineer to inform them when <br />they present a plan for correcting the situation the city will pay 50% of <br />the cost, and after the alley is completed satisfactorily the remaining <br />50% will be paid. Chenoweth moved, seconded by Wallin, cancellation of <br />Check ~k19706, dated October 8, 1986, issued to Ramsey County Treasurer in <br />the amount of $58,627.72. Motion carried unanimously. <br />LETTER FROM JOHN BURKARD~ 1717 PASCAL, AND PETITION REQUESTING COUNCIL <br />AMEND THE CODE TO ALLOW VEHICLE RESTORATION IN RESIDENTAL DISTRICTS <br />REFERRED TO PLANNING COMMISSION <br />Council reviewed and discussed the request that the zoning code be amended <br />to allow automobile restoration, after which Council agreed the code might <br />be amended to allow for such restoration in a residential zone with the <br />following stipulations: (1) the vehicle must be licensed to the property <br />owner, (2) the work must be done in a garage, and (3) the work must not <br />institute a public nuisance. Chenoweth moved, seconded by Wallin, <br />referral of the matter to the Planning Commission. Motion carried <br />unanimously. <br />AMENDMENT OF RESOLUTION RELATING TO HARDSHIP DEFERRALS FOR SENIOR CITIZENS <br />Schroeder presented the recommended amendment and explained that to be in <br />compliance with State Statute it is necessary to add the following item to <br />the conditions whereby the deferred assessment will become due and <br />payable: the death of the owner, provided that the syouse is otherwise <br />not eligible for the benefits hereunder Chenoweth moved, seconded by <br />Hard, adoption of Resolution No. R-86-46. Motion carried unanimously. <br />RESOLUTION N0. R-86-46 <br />A RESOLUTION AMENDING RESOLUTION N0. R-86-41 RELATING <br />TO HARDSHIP DEFERRALS FOR SENIOR CITIZENS <br />AMENDMENT TO FIRE DEPARTMENT BY-LAWS APPROVED <br />Chenoweth moved, seconded by Hard, approval of the amendment to the Fire <br />Department By-Laws (Addition of Section 6A). Motion carried unanimously. <br />CITY APPROVES $2,500 DISBURSEMENT TO FIRE DEPARTMENT RELIEF ASSOCIATION <br />Ciernia moved, seconded by Chenoweth, approval of a $2,500 disbursement to <br />the Fire Relief Association as budgeted for 1986.
