MINUTES <br />REGULAR CITY COUNCIL MEETING <br />NOVEMBER 12, 1986 <br />PAGE 4 <br />PUBLIC SAFETY OFFICER/FIRE MARSHAL INSURANCE REIMBURSEMENT, COMPENSATION <br />FOR WEEK END AND NIGHT CALLS, RETIREMENT PLANS, AND FINALIZATION OF JOB <br />DESCRIPTION <br />Chenoweth moved, seconded by Wallin, including this employee under the <br />present policy for use of a private vehicle on city business, an allowance <br />of $75.00 per quarter plus $.20 per mile. Motion carried unanimously. <br />Chenoweth moved, seconded by Hard, payment of time and a half for fire and <br />rescue calls after 40 hours including back pay from the time of hiring <br />(July 28, 1986). Motion carried unanimously. <br />Chenoweth explained Fire Department Member Jay McNabb has requested an <br />Attorney General's opinion on whether or not the Fire Marshal is eligible <br />for both PERA and Relief Association pensions, and at this time the fire <br />pension is on "hold". Baldwin inquired why this is being questioned when <br />others are allowed to have two pension funds, and indicated no city funds <br />are to be expended for this investigation. <br />Baldwin and Chenoweth indicated they had met with Chief Renchin and Terry <br />Iverson, discussed Iverson's duties, and commented on Renchin's memo dated <br />October 31, 1986 regarding the Fire Marshal's duties. Following a brief <br />dicussion item 12 on the list of proposed responsibilities was deleted <br />(liaison between Fire Department and City ) as it was felt this was the <br />Chief's duty, and replaced with a new item, "be responsibile for <br />establishing time lines in meetings with developers". It was stressed <br />that the Fire Marshal will not have authority to negotiate any code <br />requirements, the 10 day plan reviewal requirement will be followed, but <br />he may, for instance, permit pouring footings on Friday if a letter of <br />intent is in hand on Thursday. Council also established Iverson's title <br />will be Fire Marshal, not Public Safety Director. <br />APPROVAL OF APPRAISAL FOR SOUTHEAST CORNER OF LARPENTEUR AND SNELLING AND <br />REVIEW OF FISCAL CONSULTANT'S REPORT ON POSSIBLE TAX INCREMENT REVENUES <br />FOR THE CORNER <br />Council concurred the appraisal was acceptable and authorized payment of <br />$8,450.00 to Davis and Lagerman, Inc. for the appraisal. <br />Chenoweth presented and reviewed Fiscal Consultant Apfelbacher's report <br />dated November 12, 1986 projecting tax increment revenues which would need <br />to be developed from the site to provide a100% land write down based on <br />information from the apprisal and market analysis. <br />STORM UTILITY DRAINAGE ORDINANCE ADOPTED <br />After reviewing and amending the proposed ordinance, Hard moved, seconded <br />by Wallin, adoption of Ordinance No. 0-86-16.
