dwelling or within a detached building located on the same lot as a single-family dwelling. This <br />definition includes accessory dwelling units constructed in connection with a private garage, a <br />private garage converted into an accessory dwelling unit, or a newly constructed detached building <br />located on the same lot as a single-family dwelling. <br />Accessory use means a use incidental or subordinate to the principal use of the same land. <br />Administrator means the zoning administrator of the city. <br />Adult uses, defined but not allowed in any district, and includes the following: <br />(1) Adult entertainment center means an enclosed building or a part of an enclosed <br />building, no portion of which enclosed building is licensed to sell liquor, which contains <br />one or more coin-operated mechanisms which when activated permit a customer to <br />view a live person unclothed or in such attire, costume or clothing as to expose to view <br />any portion of the female breast below the top of the areola, or any portion of the pubic <br />hair, anus, cleft of the buttocks, vulva or genitals, or the charging of any admission or <br />fee for the viewing of any such activity. <br />(2) Adults-only bookstore means an establishment having as a substantial or significant <br />portion of its stock in trade, books, magazines, films for sale or viewing on premises by <br />use of motion picture devices or other coin-operated means, and other periodicals which <br />are distinguished or characterized by their principal emphasis on matters depicting, <br />describing or relating to nudity, sexual conduct, sexual excitement or sadomasochistic <br />abuse, as defined in this section, or an establishment with a segment or section devoted <br />to the sale or display of such material, for sale to patrons therein. <br />(3) Adults-only motion picture theater means an enclosed building used regularly and <br />routinely for presenting programs, material distinguished or characterized by an <br />emphasis on matter depicting, describing or relating to nudity, sexual conduct, sexual <br />excitement or sadomasochistic abuse, as defined in this section, for observation by <br />patrons therein. <br />(4) Massage parlor means an establishment or place primarily in the business of <br />providing massage services but not a therapeutic massage enterprise as defined in this <br />section. <br />(5) Rap parlor means an establishment or place primarily in the business of providing <br />nonprofessional conversation or similar services for adults. <br />(6) Sauna means an establishment or place primarily in the business of providing a steam <br />bath and massage services. <br />Affordable apartment building means that at least 50 percent of the units are reserved for <br />persons whose income is no more that 60 percent of the median, an additional 20 percent of the <br />units are reserved for persons whose income is no more that 110 percent of the median and at <br />least ten percent of the units are reserved for persons whose income is no more that 150 percent <br />of the median for the Twin Cities metropolitan area. <br />Agricultural building means a structure on agricultural land as defined in "farm, rural" of <br />this section designed, constructed, and used to house farm implements, livestock or agricultural <br />produce or products used by the owner, lessee or sublessee of the building and members of their <br />immediate families, their employees and persons engaged in the pickup or delivery of <br />agricultural produce or products. <br />Agriculture.
