MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />NOVEMBER 19, 1986 <br />PAGE 2 <br />LIZ WOODWARD, 1612 HOLLYWOOD COURT, wanted to know how residents in <br />Hollywood Court will be affected and was told the cut into the boulevard <br />is approximately 6 feet and that during construction access will be <br />allowed to Snelling Avenue. <br />KAY DOWDELL 1632 HOLLYWOOD COURT, was informed State Fair visitors will <br />not be allowed to use the service road; it will be policed as it is now, <br />and that the service road will be two way. <br />ROGER AND CONNIE AIKEN, 1589 HOLLYWOOD COURT, expressed concern that the <br />large trees, which provided a sound barrier to the area, were removed. <br />There will be some trees/shrubs planted but no sound barrier will be <br />constructed. <br />MARVIN FLODIN, OWNER OF THE APARTMENT BUILDINGS AT 1642 AND 1634 SNELLING <br />DRIVE, was informed there will be no changes in that service road except <br />for the adding of curb and gutter, and closing of the frontage road at <br />Larpenteur. <br />RON JOHNSON, 1836 SNELLING, inquired about possible assessments to which <br />Baldwin replied the only possible assessments would be for storm sewer and <br />Council is negotiating with MN/DOT to pay the costs. <br />Chenoweth explained there is an area north of Larpenteur on the west side <br />of Snelling with no city water and the city is interested in running water <br />across Snelling and placing fire hydrants in conjunction with the Snelling <br />Avenue construction. MN/DOT has been asked to include the water main as <br />an alternate so if residents desire city water it will be extended to <br />those residences, otherwise, the water line will only be extended across <br />Snelling and hydrants installed. <br />GLEN OLSON, 1780 N. SNELLING, questioned the need for the project, why it <br />was necessary to remove the trees from the median and reduce the size of <br />the median, to which O'Ryan replied the median is being reduced to allow <br />space for the service road on the west as it is felt necessary for safety <br />of the residents. <br />In reply to questions from CHAR NELSON, 1893 Snelling, RON JOHNSON, 1826 <br />SNELLING, KEITH HEUER, 1840 SNELLING, and MARV FLODIN, 1634/1642 SNELLING, <br />the engineer explained whether or not there will be on-street parking on <br />service roads is a determination to be made by Council. <br />JOHN CARNES, 1775 SNELLING, felt MN/Dot has been very responsive and <br />cooperative during the construction planning period. <br />JIM KORF, FALCON BARBERS, was informed both Crawford and Garden will be <br />open during construction. <br />CITY TO OBTAIN QUOTE ON UNDERGROUNDING UTILITIES IN CONJUNCTION WITH <br />SNELLING AVENUE CONSTRUCTION <br />Council directed Barnes to obtain a quote from NSP and Northwestern Bell <br />on undergrounding utilities on Larpenteur from Fry to Arona Streets, and <br />Snelling Avenue, Hoyt to Roselawn. <br />~,Fr <br />
