MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />NOVEMBER 19, 1986 <br />PAGE 3 <br />ENGINEER TO PREPARE PRELIMINARY PLANS FOR ARONA (HOYT TO LARPENTEUR) <br />WATERMAIN INSTALLATION <br />Chenoweth moved, seconded by Ciernia, directing the city engineer to <br />prepare preliminary plans for the proposed Arona waterline in conjunction <br />with the water tower under construction on the State Fairgounds. Motion <br />carried unanimously. This project would increase water pressure in the <br />Northome area. <br />Engineer Terry Maurer explained MSA funds may be used for the <br />Larpenteur/Arona signal repair project, and the impact on the city's MSA <br />funding. Chenoweth requested an accounting of the city's MSA monies and <br />what amounts are already committed as he recalled one instance when the <br />funds were already committed and the city had to wait for funds. <br />Chenoweth moved, seconded by Wallin, adoption of Resolution R-86-47. <br />Motion carried unanimously. <br />RESOLUTION R-86-47 <br />A RESOLUTION DESIGNATING USE OF MINNESOTA STATE AID FUNDS <br />FOR PARTICIPATION IN THE UPGRADING OF THE TRAFFIC SIGNALS <br />AT LARPENTEUR AVENUE AND ARONA STREET <br />MCCOMB & ASSOCIATES MARKET ANALYSIS DEFERRED TO DECEMBER 10, 1986 <br />Council deferred to McComb report to December 10, 1986 to allow time to <br />review McComb's reply to the Dahlgren report. <br />PAYMENT FOR CITY'S SHARE OF MARKET ANALYSIS AUTHORIZED <br />Hard moved, seconded by Wallin, payment of the City's share for the Market <br />Analysis prepared by James B. McComb and Associates ($5,200.00). Motion <br />carried unanimously. <br />PROBLEMS WITH LACK OF COMPLETE PLANS FOR STRATFORD OFFICE PARK <br />Baldwin reviewed problems city inspectors have encountered with lack of <br />plans for the office park development, and the fact that plans are <br />constantly being changed. Maurer stated they have also encountered <br />constant changes on the utility installations and have been informed of <br />the changes but do not have corrected plans. Following a discussion <br />Council directed Barnes to inform the developer they must adhere to the <br />ten day plan review requirement, that the city understands the developer <br />wants maximum flexibility due to the customizing of the offices, however, <br />if any work is completed without proper inspection, and it is necessary to <br />open walls or in any other way disturb the structure for proper <br />inspection, the developer will be responsible for any costs. <br />NO ACTION ON BILLBOARDS ON NORTHOME SHOPPING CENTER <br />Schroeder reviewed the history of the billboards which were to be phased <br />out in 1985 and presented several options as follows: (1) attempt to get <br />the attorney general to change the opinion rendered previously, (2) file <br />declaratory judgment action in court, (3) proceed with condemnation, or <br />(4) hold off to see if there is redevelopment on the southeast corner. <br />He recommended the 4th option and Council concurred.
