MINUTES <br />REGULAR CITY COUNCIL MEETING ~~aa <br />DECEMBER 10, 1986 ~ V <br />PAGE 2 <br />concurred that since there has not been a high incidence of accidents at <br />the site, and only one complaint had been registered regarding a traffic <br />hazard, that the sign may not be necessary. Barnes was directed to <br />request Ramsey County to remove the sign. <br />EDMUND WAGNER, 1340 W. CALIFORNIA, LETTER OBJECTING TO REMOVING SNOW <br />DEPOSITED ON THE HAMLINE AVE. SIDEWALK BY COUNTY SNOWPLOWS <br />Mr. Wagner explained he has no problem removing snow from his sidewalks <br />following a normal snowfall, however, felt it impossible to remove snow <br />deposited on the Hamline sidewalk by County plows. Following a <br />discussion, Council concurred Mr. Wagner should make a reasonable effort <br />to remove the snow, and if he feels accumulated snow from plowing <br />constitutes a danger to pedestrian or vehicular traffic he should contact <br />City Hall. Ciernia suggested it might be appropriate to amend the code to <br />require reasonable snow removal efforts for walks abuting collector <br />streets. <br />CONDITIONAL USE FOR SIGN REPLACEMENT AT SAVEMORE STATION, 1350 W. <br />LARPENTEUR, NOT REQUIRED <br />Baldwin presented a conditional use request from Savemore, new owner of <br />the filling station at 1350 W. Larpenteur, to replace the existing HCO <br />sign with a temporary Savemore sign. Staff had determined the conditional <br />use necessary due to the fact that the business in an "EB" Zone, however, <br />Council felt a conditional use would not be necessary as the existing pole <br />will be used and only the copy changed. Wallin moved, seconded by <br />Chenoweth, granting the request for the temporary sign at the Savemore <br />Station. Motion carried unanimously. <br />WORKSHOP WITH SOLID WASTE ADVISORY COMMITTEE SCHEDULED FOR JANUARY 14, <br />1986, 8:30 P.M. <br />Council briefly discussed the Solid Waste Advisory Committee's report, <br />after which a workshop with the committee was scheduled for January 14, <br />1987 at 8:30 P.M. <br />PROPOSED RESOLUTION RELATING TO REVISION, OPERATION, & MAINTENANCE OF <br />PRE-EMPTION SYSTEM AT SNELLING & LARPENTEUR ADOPTED <br />Ciernia moved, seconded by Wallin, adoption of Resolution R-86-49 and <br />authorizing Baldwin and Barnes to sign the agreement. Motion carried <br />unanimously. <br />RESOLUTION R-86-49 <br />A RESOLUTION RELATING TO REVISION, OPERATION, AND <br />MAINTENANCE OF PRE-EMPTION SYSTEM AT SNELLING & LARPENTEUR <br />PROPOSED RESOLUTION RELATING TO COST, MAINTENANCE, AND OPERATION OF <br />TRAFFIC SIGNALS ON SNELLING AVENUE AND AT LARPENTEUR AND ARONA <br />Ciernia moved, seconded by Wallin, adoption of Resolsution R-86-50, and <br />authorizing Baldwin and Barnes to sign the agreement. Motion carried <br />unanimously. <br />
