MINUTES <br />REGULAR CITY COUNCIL MEETING Q ry <br />DECEMBER 10, 1986 v f <br />PAGE 3 <br />RESOLUTION R-86-50 <br />A RESOLUTION RELATING TO COST, MAINTENANCE, AND OPERATION <br />OF TRAFFIC SIGNALS ON SNELLING AVENUE AND AT LARPENTEUR <br />AND ARONA <br />MSA FUND ACCOUNTING REVIEW <br />Chenoweth presented and reviewed a report dated December 4, 1986 relating <br />to the city's MSA Fund balance, and projected allotment for 1987. <br />PROSECUTING ATTORNEY TO DRAFT CODE AMENDMENT RELATING TO REPAIR OF <br />VEHICLES IN RESIDENTIAL DISTRICTS <br />Council discussed the changes proposed at the November 19th meeting, and <br />recommendations made by the Planning Commission at their December 1st <br />meeting. Council concurred vehicle repair should be allowed with the <br />following stipulations: (1) vehicle must be registered to the address of <br />the property owner (2) must not create a public nuisance, and (3) must <br />not be done for hire. Council also agreed this portion of the code should <br />be located in another section such as the criminal code section, in <br />addition to ~k70 of "Definitions", after which Chenoweth moved, seconded by <br />Wallin, the Prosecuting Attorney be authorized to draft the amendment and <br />designate a proper location, as he is the one who must prosecute these <br />matters. Motion carried unanimously. <br />FIRE CHIEF JERRY RENCHIN TO RETIRE DECEMBER 31, 1986. <br />Chenoweth presented the Chief's letter indicating his retirement effective <br />January 31, 1987 and explained some of the reasons for retirement as <br />follows: He could not continue as Chief and sign off on plans which are <br />not complete as he feels he is jeopardizing his position and personal <br />property, felt Council should have seen to proper handling of these <br />problems with developers, and he is frustrated with some of the Fire <br />Department personnel (not showing up for calls, etc.). Baldwin stressed <br />Council is sorry to lose Chief Renchin as he is a good Chief and has <br />worked hard for the good of the community. Baldwin did take exception to <br />criticism of Council's handling of developers as he felt Council had <br />established policy, such as the 10 day review requirement, and closing <br />down the job when not in compliance with code and permit requirements. <br />ASSISTANT CHIEF SCHAUFFERT, informed Council Chief Renchin's retirement <br />will take effect December 31, 1986 rather than January 31, 1987, and a <br />letter will be forthcoming. Chenoweth moved, seconded by Wallin, <br />accepting Chief Renchin's resignation effective December 31, 1986. Motion <br />carried unanimously. Schauffert asked if Council wished for the <br />Department to hold a special election for the Chief's position, or if they <br />should wait for the annual election. Council concurred that is up to the <br />Department, however, after the election the names of two top contenders <br />should be given to Council for consideration. <br />MARSHAL'S REQUEST FOR PARTICIPATION IN FIRE/POLICE RETIREMENT PLAN <br />Chenoweth presented and reviewed the additional cost to the city if Fire <br />Marshal Iverson is allowed to participate in the Fire/Police Retirement <br />PERA rather than Coordinated PERA provided the other employees, and the <br />
