MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 14, 1987 <br />PAGE 4 <br />DISCUSSION OF FIRE CODE VIOLATIONS IN NORTHOME SHOPPING CENTER <br />Council reviewed a memo from Fire Marshal Iverson dated January 8, 1987 <br />relating to fire code violations in the Northome Shopping Center <br />(southeast corner Larpenteur/Snelling) and reluctance on the part of the <br />owners to install a sprinkler system in the building when there is a <br />possibility the property will be razed for redevelopment. Council <br />concurred the building must be kept safe and fit while it is there, the <br />city has no choice but to enforce the code, and directed Iverson to <br />summarize the code violations and inform the owners corrections must be <br />made within a certain period of time. Housekeeping code violations must <br />be remedied immediately. <br />DISCUSSION - STAFF SICK LEAVE, VACATION, AND SEVERANCE PAY <br />A memo from City staff requesting Council review and compare sick leave, <br />vacation, and severance pay policies for several suburban communities was <br />considered. Council discussed some possible changes in vacation days <br />allowed and methods by which abuse of sick leave might be discouraged <br />while rewarding those who do not use sick leave. Staff was directed to <br />prepare a proposal giving specific recommendations including methods which <br />would make abusive sick leave unattractive. <br />SALARY INCREASE FOR PARK AND RECREATION DIRECTOR APPROVED <br />Ciernia presented information from the Park and Recreation Commission <br />Minutes of December 8, 1987 recommending the Director's salary be <br />increased from $9.15 to $10.00 per hour. Hard moved, seconded by Ciernia, <br />approval of the increase effective January 1, 1987. Motion carried <br />unanimously. <br />JERRY FILLA TO REPRESENT CITY IN BAEHR DRIVEWAY LITIGATION <br />Council discussed pending litigation regarding the Paul Baehr driveway <br />matter and concurred that since Jerry Filla had prey iously handled the <br />matter and is familiar with the issues, it would be practical to retain <br />Filla for this litigation rather than expending additional funds for <br />Briggs and Morgan to research the matter. Chenoweth moved, seconded by, <br />Wallin, retaining Jerry Filla for the Baehr driveway litigation. Motion <br />carried unanimously. <br />MAIER, STEWART AND ASSOCIATES NAMED MSA COORDINATOR FOR CITY <br />Following a discussion Council determined it would be practical to name <br />Maier, Stewart and Associates MSA coordinator for the city since that firm <br />is handling the engineering for the Arona watermain project and Snelling <br />Avenue improvements.
