MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JANUARY 14, 1987 <br />PAGE 3 <br />Following a discussion Council concurred it would be appropriate to defer <br />the matter until after the Snelling Avenue Workshop with MN/DOT which is <br />scheduled for January 21, 1987. The proposed resolution will be discussed <br />at the January 28th Council Meeting. <br />RESOLUTION R-87-6 RECLASSIFYING FAIRVIEW AVENUE <br />Hard moved, seconded by Ciernia, adoption of Resolution R-87-6 as <br />requested by Ramsey County Public Works. Motion carried unanimously. <br />RESOLUTION R-87-6 <br />A RESOLUTION RECLASSIFYING FAIRVIEW AVENUE <br />FROM COLLECTOR STREET TO MINOR ARTERIAL STREET <br />BUILDING INSPECTOR SALARY INCREASE APPROVED <br />Council briefly discussed a request from Building Inspector Dick Larson <br />for an increase in his monthly retainer fee from $250.00 to $300.00, and <br />an hourly increase from $25.00 to $30.00, after which Hard moved, seconded <br />by Chenoweth, approval of the increases effective January 1, 1987. Motion <br />carried unanimously. <br />CITY TO NEGOTIATE FEE WITH LOREN L. LAW & ASSOCIATES FOR RECRUITMENT AND <br />SELECTION OF A CLERK ADMINISTRATOR <br />Council reviewed proposals from the following consulting firms interested <br />in assisting the city in recruitment and selection of a Clerk <br />Administrator: (1) Loren L. Law and Associates, (2) MDA Consulting Group, <br />Inc., and (3) McGladrey, Hendrickson and Pullen. Council was impressed by <br />Loren Law's qualifications (he has served as Mayor and Councilmember with <br />the City of Richfield). Following the discussion Ciernia moved, seconded <br />by Wallin, authorizing Baldwin, Barnes, and S. Chenoweth to meet with the <br />Loren L. Law firm to negotiate a contract to select a Clerk/Administrator <br />for a fee not to exceed $10,000 (includes fee and expenses). Motion <br />carried unanimously. <br />SENIOR HOME SHARE UPDATE <br />Chenoweth presented a brief update on the program, explained the city's <br />contribution for 1987 is $450.00, and moved authorization of payment of <br />that amount. The motion was seconded by Wallin and carried unanimously. <br />EXCESS BUDGETED OPERATIONAL FUNDS TO BE TRANSFERRED TO CAPITAL IMPROVEMENT <br />FUNDS FOR PARK & RECREATION, PUBLIC WORKS AND FIRE/RESCUE <br />Council discussed Ciernia's suggestion that any year-end excess budgeted <br />operational funds be transferred to capital improvement funds for Parks <br />and Recreation, Public Works, and Fire/Rescue, after which Ciernia moved, <br />seconded by Hard, authorizing the transfer of funds as discussed. Motion <br />carried unanimously. <br />PUBLIC HEARING ON CODE AMENDMENT RELATING TO REPAIR OF VEHICLES IN <br />RESIDENTIAL DISTRICTS SCHEDULED FOR 7:15 P.M. 2/25/87 <br />Hard moved, seconded by Chenoweth, scheduling a public hearing for 7:15 <br />P.M., February 25, 1987 to consider a proposed zoning code amendment <br />relating to repair of vehicles in residential districts. Motion carried <br />unanimously. <br /> <br />
