MINUTES <br />REGULAR CITY <br />FEBRUARY 11, <br />PAGE 2 <br />COUNCIL MEETING <br />1987 <br />HARD ARRIVES DURING SNELLING AVENUE DISCUSSION <br />Hard arrived at 7:35 P.M. during the Snelling Avenue discussion. <br />Chenoweth moved, seconded by Wallin, adoption of Resolution R-87-8 with <br />contingencies. Motion carried unanimously. <br />RESOLUTION R-87-8 <br />A RESOLUTION RELATING TO AGREEMENT N0. 63866 WITH THE <br />STATE OF MINNESOTA, DEPARTMENT OF TRANSPORTATION REGARDING <br />SNELLING AVENUE IMPROVEMENTS, COMO AVENUE TO HIGHWAY 36 <br />JOHN CARNES, 1775 SNELLING, was pleased to hear of the contingencies to <br />keep costs down, and asked if there would be any direct costs to property <br />owners on Snelling Avenue. Baldwin explained there would be no direct <br />charges to residents for Snelling Avenue construction, however, there <br />possibly will be some charges connected with the proposed new watermain, <br />and those costs will be discussed at a public hearing. <br />GLEN OLSON, 1780 SNELLING, asked if residents would be forewarned prior to <br />work being done, and reported when landscaping was done last fall, the <br />lawn at 1770 Snelling was damaged. Cartford assured the project engineer <br />will keep the City and residents appraised of work scheduling, and the <br />damage to the lawn will be reported. <br />SNELLING AVENUE PLANS APPROVED <br />After Maurer assured he had no problems with the plans, Wallin moved, <br />seconded by Ciernia, adoption of Resolution R-87-9. Motion carried <br />unanimously. <br />RESOLUTION R-87-9 <br />A RESOLUTION RELATING TO APPROVING THE PLANS FOR <br />SNELLING AVENUE IMPROVEMENTS, COMO AVENUE TO HIGHWAY 36 <br />ENGINEER TO PREPARE PLANS FOR ARONA WATERMAIN - HOYT TO LARPENTEUR <br />Maurer presented possible locations for the proposed watermain as follows: <br />east right-of-way, which would be the least expensive, (approximately <br />$8,000 less) but would require destroying 11 mature trees, the west <br />right-of-way, which would require major repair to the street/curb and <br />gutter, and middle of the street, also requiring street repair. Also <br />noted was the City Horticulturist's report that the mature trees could <br />have a life expectancy of 30 years. Council discussed the matter and <br />concurred it would be advisable to preserve the trees as they do add to <br />the appearance of the community and increase property values. Chenoweth <br />moved, seconded by Wallin, that the watermain be placed in the street and <br />. the shade trees be preserved. Motion carried unanimously. Barnes will <br />pursue possible grants for this project and the Snelling Avenue project. <br />is <br />FINAL PAYMENT TO ASHBACH CONSTRUCTION - RESOLUTION R-87-10 <br />
