MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 11, 1987 <br />PAGE 2 <br />CITY CABLE TV ACCESS COMMITTEE FORMED <br />Baldwin informed that all commissions except Human Rights (Human Rights <br />will finalize their designation at their March 19th meeting) have <br />designated a member to serve on the City Access Committee. Following are <br />the committee members to date: Steve Emerson, Chair, Connie Lasser or Bob <br />Gehrz representing Parks and Recreation, Carolyn Nestingen, representing <br />Planning Commission, and Leo or Diana Klisch representing Solid Waste <br />Advisory Committee. <br />CITY TO PURSUE POSSIBLE REDEVELOPMENT BY WINFIELD DEVELOPMENTS, INC. FOR <br />SE CORNER OF LARPENTEUR AND SHELLING <br />Baldwin reviewed contacts with developers over the past year and explained <br />the four interested firms had been asked to submit to the City a letter <br />expressing interest and ideas on redevelopment of the corner. Two firms <br />responded, (1) Stuart Corporation expressing an interest in constructing a <br />three story retail building and a one hundred eighty unit 4 story <br />apartment building, such project to encompass the entire block, and (2) <br />Winfield Developments, Inc., interested primarily in redevelopment of the <br />retail area. Council discussed at length whether or not to go forward in <br />investigating possible development, and if so, with which firm. All <br />concurred the Stuart plan would be in violation of the City Code (density <br />and height), would not be in compliance with the intent of the <br />Comprehensive Plan (maintaining the "village" concept), and the <br />Neighborhood Advisory Committees' desire that the small retail shops be <br />maintained. <br />Concerned tenants in the Northome Center (Round Bobbin and Champion Auto) <br />were in attendance and inquired about the time frame for any <br />redevelopment, and if the new facility would be available to the existing <br />businesses. Baldwin explained it would be a slow process, Winfield has <br />indicated they would like 40ti of any proposed building leased before <br />starting construction, January of 1988 at the earliest. He also stated <br />the developers indicated they would like to retain successful businesses. <br />Baldwin stressed that if the project is not economically feasible, <br />redevelopment will not happen. After the discussion, Council concurred it <br />would be advisable to encourage the Winfield firm to proceed with <br />determining the feasibility of their concept. Baldwin and Barnes will <br />schedule a meeting with Winfield to discuss the matter, and then will <br />schedule a meeting with the business community to provide an update. A <br />letter will be sent to the Stuart firm advising them of this decision. <br />LARPENTEUR/SHELLING MERCHANTS TO HAVE FLYER IN APRIL NEWSLETTER <br />Baldwin explained that at the breakfast meeting with the business persons <br />they discussed the possibility of the businesses including a flyer in the <br />next city newsletter as an aid to maintaining business during the Snelling <br />Avenue construction. Council agreed it would be appropriate to allow the <br />business persons to insert an 7 1/2 by 11 inch, two sided, flyer in the <br />. new letter, such flyer to indicate it is prepared by and paid for by the <br />Larpenteur/Snelling businesses. <br />PROCLAMATION HONORING RETIRED FIRE CHIEF JERRY RENCHIN <br />1~ <br />Ciernia moved, seconded by Hard, approval of the proclamation as <br />
