MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 11, 1987 <br />PAGE 3 <br />presented. Motion carried unanimously. <br />SPRING DUMP TO BE HELD MAY 8 THROUGH MAY 17, 1987 <br />Council briefly discussed scheduling a time and location for the spring <br />dump, after which it was decided to hold the clean up May 8 through 17. <br />Staff will attempt to find a suitable site and make recommendations <br />on fees. Baldwin mentioned he had discussed with a Lauderdale <br />Councilmember the possibility of sharing in a joint spring dump project, <br />and directed staff to check into the matter. <br />POSSIBLE REGULATION OF LAWN TREATMENT FIRMS DEFERRED TO 3/25/87 <br />Ciernia commented on past complaints from residents regarding lawn <br />spraying services and asked that Council consider an ordinance and/or <br />licensing to have some control over this type of firm, such as requiring <br />signing f ollowing application of chemicals. Following the discussion, <br />staff was directed to obtain copies of ordinances from other communities, <br />and check to see if any legislation is pending on the subject. The matter <br />will be placed on the March 25th agenda. <br />FIRE CODE VIOLATIONS DISCUSSED <br />Baldwin referred to a memo dated March 9, 1987 from Fire Marshal Iverson <br />regarding an ongoing problem with Fire Code violations in the Northome <br />Shopping Center (southeast corner of Larpenteur/Snelling). A lengthy <br />discussion ensued relating to methods of enforcing the code in the <br />shopping center, and Council concurred the code should be enforced as if <br />there no was no redevelopment being discussed. Baldwin commented on the <br />fact that Hermes Floral is also being required to install sprinklers, and <br />he felt this was not analogous to the shopping center as the city <br />inspectors had signed off on the Hermes construction without sprinklers. <br />He felt this matter should be deferred until the new Clerk Administrator <br />is hired and the Fire Department elects a Chief in May. Chenoweth and <br />Wallin were of the opinion that if the code is enforced on one property, <br />it would be necessary to enforce it on all others. Barnes informed that <br />at Iverson's request (letter dated February 27, 1987), the State Fire <br />Marshal has inspected all commercial buildings listed the letter and <br />concurred with Iverson's interpretation of the code. Council agreed to <br />delay any action until the Fire Marshal's Office provides an opinion in <br />writing and then refer the matter to the City Attorney. <br />ADJOURNMENT <br />Ciernia moved, seconded by Wallin, adjournment at 8:59 P.M.
