MINUTES <br />REGULAR CITY COUNCIL MEETING ~" <br />MARCH 25, 1987 <br />Baldwin opened the meeting at 7:00 P.M. <br />ROLL CALL <br />Present: Baldwin, Ciernia, Chenoweth and Wallin. Also in attendance was <br />Ba rnes and Schroeder. <br />Absent: Hard (arrived later). <br />ADDENDUM TO AGENDA <br />Ciernia moved, seconded by Wallin, addition of the following item to the <br />agenda: 5. (j) Consider Possible Enlargement of Storm Sewer Pipe on <br />Larpenteur Avenue. Motion carried unanimously. <br />CONSENT AGENDA APPROVED <br />Wallin moved, seconded by Ciernia, approval of the Consent Agenda. Motion <br />carried unanimously. <br />MINUTES OF MARCH 11, 1987 APPROVED <br />Wallin moved, seconded by Chenoweth, approval of the Minutes of March 11, <br />1987. Motion carried unanimously. <br />PROPOSED CONTRACT COMPLIANCE ORDINANCE DISCUSSED <br />Schroeder highlighted information he had obtained from the League of <br />Cities, other cities, and Minnesota Human Rights relating to contract <br />compliance. Council discussed the matter at length after which it was <br />decided to limit the compliance ordinance to the classes protected by <br />State Statute, determine a lower limit based on number of employees in the <br />firm or dollar value of the contract for application of the ordinance, <br />requesting qualified Human Rights Members screen contracts as deemed <br />necessary, and that a due process section be added to in the ordinance. <br />HARD ARRIVES <br />Hard arrived at 7:35 P.M. <br />ATTORNEY TO DRAFT DUE PROCESS SECTION FOR CONTRACT COMPLIANCE ORDINANCE <br />Following the discussion Council directed Schroeder to prepare a detailed <br />due process section, and add a provision for screening by qualified Human <br />Rights Members (No Fault Grievance) when they deem it necessary. This <br />will be referred to the Human Rights Commission on April 16th and <br />considered by Council at the April 22nd meeting. <br />TERMINATION OF PRELIMINARY AGREEMENT WITH STUART CORPORATION <br />Council discussed whether or not it is appropriate to terminate the <br />agreement with Stuart Corporation relating to development of the southeast <br />corner of Larpenteur and Snelling, after which Chenoweth moved, seconded <br />by Wallin, termination of the agreement and reimbursement of Stuart <br />Corporation's share of the cost of the market analysis ($5,200). Motion <br />carried unanimously. <br />
