MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MARCH 25, 1987 <br />PAGE 2 <br />ASSESSMENT HEARING ON SNELLING AVENUE WATERMAIN SCHEDULED FOR MAY 13, 1987 <br />Hard moved, seconded by Wallin, scheduling an assessment hearing on the <br />Snelling Avenue Watermain Project for May 13, 1987, 7:15 P.M. Motion <br />carried unanimously. <br />LAWN SERVICES TO BE REQUESTED TO "FLAG" LAWNS AFTER TREATMENT OF LAWNS <br />Following a short discussion staff was directed to draft a letter to lawn <br />services explaining Council had considered licensing such firms, but in <br />view of the fact that many already are "flagging" after treatment, and the <br />fact the State Legislature is considering regulating lawn service firms, <br />Council is requesting any firm working within Falcon Heights to flag after <br />treatment indicating date of application, name of firm, and chemicals <br />applied. <br />WORKSHOP WITH LOREN LAW & ASSOCIATES TO DISCUSS CLERK/ADMINISTRATOR <br />INTERVIEWS SCHEDULED FOR 4/8/87, 6:30 P.M. <br />1 <br /> <br />Baldwin was of the opinion there should be some staff involvement in the <br />selection of a new Clerk/Adminstrator due to the fact that compatibility <br />is important, and recommended final candidates meet informally with staff <br />after which staff would give their reaction in writing. Council <br />concurred. Following a discussion, Council scheduled a workshop with <br />Loren Law for 6:30 P.M., on April 8th to discuss the interviewing process <br />for Clerk/Administrator candidates, and designated April 25th, 9:00 A.M. <br />as the date to interview the three final candidates. The secretary was <br />directed to contact Loren Law, arrange these meetings, and make <br />arrangements for meetings between the candidates and staff. <br />4/8/87 COUNCIL MEETING SCHEDULED FOR 8:00 P.M. <br />Chenoweth moved, seconded by Wallin, scheduling the April 8, 1987 Council <br />Meeting for 8:00 P.M. to allow ample time for the 6:30 workshop. Motion <br />carried unanimously. <br />ALLOCATION OF EXCESS CONTINGENCY FUNDS DEFERRED TO 4/8/87 <br />Council briefly discussed permanent allocation of excess contingency funds <br />and agreed allocating 50% of the excess to the Capital Improvements Funds <br />might be advisable. Staff was directed to obtain the amounts presently in <br />the Park and Recreation, Fire and Rescue, and Public Works Improvement <br />Funds for discussion at the April 8th meeting. At that time Council will <br />attempt to determine how the 50% should be allocated to each. <br />BIKING/HIKING PATHWAY ADVISORY COMMITTEE ESTABLISHED <br />Ciernia explained the Parks and Recreation Commission has determined a <br />need to have a hiking/biking pathway plan in place, had presented the idea <br />to the Planning Commission, and that body concurred. The Park and <br />Recreation Commission is now requesting Council approve an advisory <br />committee to prepare the plan together with $500.00 in funding to cover <br />engineering/planning assistance. Hard moved, seconded by Wallin, approval <br />of the committee consisting of two Park and Recreation Members and two <br />Planning Commission Members, with the Council Liaisons to those <br />Commissions and the Park and Recreation Director serving as ex-officio <br />members, and approval of the $500.00 appropriation for engineering and <br />planning for the year 1987. Motion carried unanimously. <br />V <br />
