MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 8, 1987 <br />PAGE 3 <br />ALLOCATION OF FUNDS TO CAPITAL IMPROVEMENTS DEFERRED <br />Council discussed allocation of funds to capital improvements, and the <br />present balances in Fire/Rescue, Park/Recreation and Public Works <br />improvement funds. Council concurred 50% of any excess contingency fund <br />should be distributed to the various improvement funds and will study the <br />matter further after obtaining additional information relating to sanitary <br />sewer, water, storm sewer, and general street improvement funds. <br />PROPOSED CODE AMENDMENT RELATING TO REGULATION OF PLUMBING, CHAPTER 5, <br />PART 10 <br />Council briefly discussed amendment of portions of Chapter 5, Part 5-10.01 <br />of the code as recommended in a staff memo dated April 2, 1987, indicating <br />portions of this section are no longer applicable and one section was <br />inadvertantly deleted in the codification process. Chenoweth moved, <br />seconded by Ciernia adoption of Ordinance No. 0-87-3 <br />ORDINANCE 0-87-3 <br />AN ORDINANCE AMENDING PORTIONS OF PART 9, SECTION <br />5-10.01 RELATING TO REGULATION OF PLUMBING <br />PAY SCHEDULE ESTABLISHED FOR CABLE TV ACCESS TECHNICIANS <br />Baldwin explained it has not been possible to arrange a meeting of the <br />City's Cable Access Committee (this body was to recommend a pay schedule), <br />and since the technicians have received no payment, he was presenting a <br />proposed schedule. Baldwin recommended Council adopt a schedule and <br />direct the Committee to do the fine tuning. Hard felt the schedule should <br />be established by the Committee, not Council. Baldwin moved, seconded by <br />Chenoweth, adoption of the proposed pay schedule. Upon a vote being taken <br />the following voted in favor thereof: Baldwin, Ciernia, Chenoweth, and <br />Wallin, and the following voted against the same: Hard. Motion carried. <br />BRIGGS & MORGAN STATEMENT DISCUSSED - CHARGES FOR ATTORNEY PERFORMANCE <br />REVIEW TO BE DELETED <br />Baldwin felt the legal firm's charge for a performance review was <br />inappropriate as the reviews were established to discuss and improve the <br />firm's performance and relationship with the city. Baldwin recommended <br />that charge be deducted from the payment. He also explained the city had <br />previously paid for a similar review due to the fact that only he would <br />have known the purpose of the meeting, and he was not in attendance at the <br />meeting when the charges were approved. Following a short discussion <br />Chenoweth moved, seconded by Wallin, deletion of the charges for review, <br />cancellation of Check ~~20271 dated April 8, 1987, and issuance of another <br />check reflecting the deletion of the charges for the performance review. <br />Motion carried unanimously. Council concurred direction for legal work <br />must come only from Council and staff. <br />ADJOURNMENT <br />Hard moved, seconded by Ciernia, adjournment at 9:19 P.M.
