MINUTES <br />REGULAR CITY COUNCIL MEETING <br />APRIL 8, 1987 <br />PAGE 2 <br />reconstructed alley south of Larpenteur between Ham line and Albert, and <br />suggested the best long term solution would be to extend the storm sewer <br />to the west at a cost of $4,300 to $5,200. Council discussed at length <br />the 1986 reconstruction project which did not drain the alley properly, <br />the fact that the residents assessed for the alley (and Council) are not <br />pleased with the work, the fact that Counc it previously requested the <br />contractor and former engineer who designed the project to submit a plan <br />for remedying the situation, and whether or not funds the City withheld <br />from the project should be used to properly drain the alley since the <br />contractor/Ramsey County/former City Engineer seem unwilling to honor the <br />city's request to remedy the problem. Council concurred the necessary <br />storm sewer pipe must be installed, however, did not concur on the method <br />of funding. <br />1 <br /> <br />BALDWIN ARRIVES <br />Baldwin arrived at 7:36 P.M. and was given an update on the alley <br />discussion. Possible options discussed were: 1) pro-rate entire cost of <br />repair between engineer and contractor, 2) city cover cost of pipe <br />($2,000), remainder to be paid from funds withheld from County and <br />engineer, and 3) split the cost 50/50 between County and engineering firm. <br />Following the discussion Wallin moved, seconded by Chenoweth, authorizing <br />Maurer to draw up plans and specifications for installation of the storm <br />sewer and start the process to correct the alley drainage problem. Motion <br />carried unanimously. Wallin moved, seconded by Hard, that the $2,580 <br />withheld from Bonestroo & Associates be applied to the project and the <br />balance of the cost be paid by funds withheld from Ramsey County. Upon a <br />vote being taken the following voted in favor thereof: Baldwin, Wallin <br />and Hard, and the following voted against the same: Ciernia and <br />Chenoweth. Motion carried. <br />CITY TO RELEASE $10,000 PAYMENT TO RAMSEY COUNTY FOR HAMLINE ALLEY <br />Chenoweth moved, seconded by Wallin, releasing to Ramsey County $10,000 of <br />the amount withheld ($19,557.64) for the 1986 Hamline Alley project. <br />Motion carried unanimously. <br />FEASIBILITY REPORT ON SNELLING AVENUE WATERMAIN ACCEPTED <br />Hard moved, seconded by Ciernia, acceptance of the Feasibility Study on <br />the Snelling Avenue Watermain Improvement. Motion carried unanimously. <br />DISCUSSION OF COSTS AND PROPOSED ASSESSMENTS FOR SNELLING AVENUE WATERMAIN <br />Council discussed what percentage of the cost of the watermain project <br />would be appropriate to assess to the six properties benefiting from the <br />waterma in. Based on amounts assessed property owners for previous city <br />water projects, and an average of assessments in other communities <br />(provided by Maurer), Council determined an amount of approximately $2,750 <br />per property would be appropriate, part of which will be assessed, the <br />remainder an availabilty charge to be paid at the time of connection. The <br />division between assessment and availability charge will be determined <br />after the improvement hearing. Barnes was directed to make a <br />recommendation on funding the balance of the project cost. Chenoweth <br />recommended that at the hearing property owners be informed the $2,750 <br />does not include meters, which are provided by St. Paul Water Utility, and <br />any plumbing necessary. <br />,., .. sj <br />
