MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MAY13, 1987 <br />PAGE 2 <br />some of the old playground equipment from the Community Park and the <br />purchase of some new equipment from Big Toy Company at a cost of <br />$3,240.00. Following a brief discussion, Ciernia moved, seconded by Hard, <br />acceptance of the recommendations of the Park and Recreation Commission as <br />specified in Bush's memorandum. Motion carried unanimously. <br />7:15 P.M. - ASSESSMENT HEARING ON SNELLING AVENUE WATERMAIN IMPROVEMENT <br />At 7:15 P.M. Baldwin opened the public hearing and presented the Affidavit <br />of Publication. He then noted a letter from John and Marilyn Carnes, 1775 <br />N. Snelling, objecting to any assessment for the watermain as their <br />property has had city water since 1948, and requesting their property be <br />stricken from the assessment roll. Mr. Carnes was in attendance and <br />orally made his request. Baldwin explained their property has been <br />deleted from the assessment roll as well as the property belonging to <br />Francis Crowley, 1769 N. Snelling, since that property has access to water <br />although not connected. There being no others wishing to be heard, Baldwin <br />closed the hearing at 7:19 P.M. <br />RESOLUTION R-87-16 ADOPTING ASSESSMENTS FOR SNELLING AVENUE WATERMAIN <br />Following a short discussion Hard moved, seconded by Wallin, adoption of <br />Resolution R-87-16. Motion carried unanimously. <br />A RESOLUTION ADOPTING ASSESSMENTS FOR 1987 <br />SNELLING AVENUE WATERMAIN PROJECT, GARDEN TO <br />CRAWFORD <br />EMPLOYMENT AGREEMENT WITH JANET WIESSNER APPROVED <br />Council briefly reviewed the proposed employment agreement and made some <br />corrections, after which Hard moved, seconded by Ciernia, approval of the <br />document. Motion carried unanimously. <br />REQUEST FROM GRACE M. MOOR, 1892 ARONA, FOR SANITARY SEWER LATE PENALTY <br />ABATEMENT DENIED <br />Following a brief discussion, Wallin moved, seconded by Chenoweth, denial <br />of the request from Grace M. Moor, for sanitary sewer late charge <br />abatement. Motion carried unanimously. <br />7:30 P.M. - PUBLIC HEARING ON CONDITIONAL USE REQUEST FROM SUPER AMERICA, <br />1350 W. LARPENTEUR FOR TOTAL REBUILD ON THE SITE <br />Baldwin opened the public hearing at 7:30 P.M., presented the Affidavit of <br />Publication, and gave a brief explanation of the Existing Business <br />District (in which the property is located) and the justification for the <br />conditional use requirement in an EB District. Planner John Uban then <br />reviewed his planning report dated May 13, 1987 (a copy of which is on <br />file in the clerk's office) and addressed such items as traffic flow, <br />setbacks, parking and building orientation. <br />GREG WEYANDT, 1364 W. CALIFORNIA, expressed concern that allowing <br />intensification of the use of the property would direct more traffic into <br />the residential neighborhood and the alley, perhaps causing present owners <br />to sell their residential properties. Weyandt stressed that he is opposed <br />to the project. <br />3 <br />
