MINUTES <br />REGULAR CITY COUNCIL MEETING <br />MAY 13, 1987 <br />PAGE 4 <br />APPROVAL OF AGREEMENT WITH RAMSEY COUNTY ON ROSELAWN IMPROVEMENTS DEFERRED <br />Baldwin reviewed the reason the city has in the past refused to enter into <br />an agreement for the Roselawn Improvements, Cleveland to Highway 280, <br />i.e., all the abutting property belongs to the University of Minnesota and <br />the city has been awaiting University funding to cover the cost. Kenneth <br />Weltzin, County Engineer, was in attendance and informed Council <br />Representative John Rose has assured him the funding bill is in order and <br />the County is anxious to award a contract and get the improvement underway <br />before fall. Baldwin stressed the city does wish to cooperate and as soon <br />as there is a letter from the University assuring the funding is in place, <br />Council will take an immediate telephone poll and inform the County. <br />BULLSEYE GOLF REQUEST FOR REFINANCING ASSISTANCE APPROVED <br />Attorney John Van de North presented a letter dated May 1, 1987 from <br />Joseph M. Nemo, Jr., Attorney for Bullseye Golf, (a copy of which is on <br />file in the Clerk's Office) requesting the City's cooperation in obtaining <br />new financing for Bullseye Plaza from American Family Life Insurance <br />Company and National City Bank. Van de North explained the reasons for <br />the refinancing and expressed the opinion that it would not be detrimental <br />to the City except that the City will be subordinating to a larger <br />mortgage. Attorney Mary Ippel concurred with this opinion. Council <br />discussed the matter, after which Chenoweth moved, seconded by Wallin, <br />approval of the request subject to the following contingencies: (1) <br />Assure that real estate taxes are escrowed on a monthly basis, (2) Assure <br />that "Minimum Improvements" have been satisfactorily completed and all <br />other Developer obligations are met, (3) Assure satisfaction of <br />outstanding liens, and (4) Developer will agree to pay the City's costs <br />(attorney's fees) in participating in this refinancing. Motion carried <br />unanimously. <br />1987 SEALCOATING AWARDED TO ALLIED BLACKTOP <br />Maurer presented the following bids for the 1987 sealcoating project: <br />(1) Allied Blacktop, $20,724.75, (2) Buffalo Bituminous, $21,468.75, and <br />(3) Bituminous Roadways, $21,963.75, and recommended awarding the bid to <br />Allied Blacktop. Chenoweth moved, seconded by Wallin, adoption of <br />Resolution R-87-17. Motion carried unanimously. <br />RESOLUTION R-87-17 <br />A RESOLUTION AWARDING THE BID FOR THE 1987 SEALCOATING <br />PROJECT (NORTHOME AREA) <br />BID AWARDED FOR ARONA WATERMAIN IMPROVEMENT PROJECT (HOYT AVENUE TO <br />LARPENTEUR AVENUE) <br />Maurer presented the following bids for the 1987 Arona Watermain <br />improvement project: (1) Orfei Contracting, $62,807.48, (2) T & S <br />Excavating Inc., $71,523.00, (3) Bituminous Roadways, $81,122.25, (4) <br />Moser Construction Co, $81,334.65, and (5) Ro-So Contracting, Inc., <br />$83,374.00, and recommended the bid be awarded to Orfei Contracting. <br />Chenoweth moved, seconded by Wallin, adoption of Resolution R-98-18. <br />Motion carried unanimously. <br />~~ <br />
