MINUTES <br />JULY 22, 1987 <br />PAGE 2 <br />7:15 P.M. - HEARING ON PLATTING FOR STRATFORD OFFICE PARK <br />Baldwin opened the hearing at 7:15 P.M. and presented the Affidavit of <br />Publication. Wallin stated the Planning Commission had unanimously <br />approved the platting at the July 6, 1987 meeting, however, he was <br />concerned that the plat drawing does not show access to the buildings on <br />the west. Jack Klepp, representing Stratford Investments, Ltd., explained <br />the purpose of the platting is to divide the property into six <br />parcels for the proposed six office condominiums, that this is a flexible <br />condominium development with two buildings on the site at present with <br />four more to follow as they are sold, and that parking and access to the <br />parcels are held in common. Schroeder examined the condominium <br />declaration document and was of the opinion it was a proper declaration <br />and nothing in addition was needed. There being no others wishing to be <br />heard, Baldwin closed the hearing at 7:33 P.M. Ciernia moved seconded by <br />Wallin, adoption of Resolution R87-30. Motion carried unanimously. <br />RESOLUTION R-87-30 <br />A RESOLUTION APPROVING THE PRELIMINARY AND FINAL <br />PLAT OF STRATFORD OFFICE PARK AS SUBMITTED <br />REQUEST FROM CARL BLOMBERG, 1579, 1583 NORTH HAMLINE FOR A VARIANCE TO THE <br />FIRE CODE - DEFERRED TO 8/12/87 UNLESS THE MATTER IS RESOLVED PRIOR TO <br />THAT DATE. <br />Jay McNabb, representing Mr. Blomberg, commented on the letters from Fire <br />Chief Lindig and Building Inspector Larson upholding the code which <br />supported the City Fire Marshal's opinion regarding the need to either <br />install sprinklers in the basement of the building or provide adequate <br />openings for access by firefighters. Baldwin explained Council provided <br />for professionals with expertise to make decisions in these areas and <br />questioned why Council should go beyond their decisions. Discussed at <br />length was interpretation of the fire and building codes, conversations <br />held with Steve Anderson, State Fire Marshal's Office and Bob Miller who <br />drafted this particular portion of the Fire Code. Fire Marshal Iverson <br />stressed that although adequate exterior access would help provide for <br />safety of firefighters, it would not save the the building as sprinklers <br />would, nor would it reduce fire insurance premiums. Council suggested the <br />parties involved attempt to find a suitable solution to the matter, and if <br />it is not solved by the August 12th meeting, it will be discussed further. <br />PROPOSED CHANGES IN CODE REGARDING LOITERING AND CONSUMPTION AS A METHOD <br />OF CONTROLLING PROBLEMS IN REAR PARKING LOT AT ROC-A-FELLAS <br />Deputy Larry Janke commented on the problems encountered in the parking <br />lot, such as drinking, speeding cars, drug dealing, and stated the <br />deputies would like some stronger wording in the code to control this type <br />of activity. Prosecuting Attorney Filla was of the opinion it would not <br />be of any benef it to amend the code as loitering is a vague and diff icult <br />activity to prosecute. He indicated a willingness to discuss the matter <br />with the deputies to determine what City and State laws would apply, and <br />to determine whether or not the code needs to be amended. <br />Dan Dahlin, owners of Rock-A-Fellas, stated he had just this week become <br />aware of the problem and will meet with the deputies, city prosecutor, and <br />manager of the shopping center to work out a solution. Mr. Dahlin will <br />then report back to the city. <br />~~ <br />
