MINUTES <br />JANUARY 13, 1988 <br />PAGE 2 <br />ORDINANCE 0-88-1 <br />~~ <br />AN ORDI~iANCE AMENDING SECTION 2-3.01, SUBD. 3 OF THE <br />MUNICIPAL CODE RELATING TO ELECTION OF FIRE DEPARTMENT OFFICERS <br />ADOPTION OF RESOLUTIONS RELATING TO OFFICIAL DEPOSITORY, LEASING OF SAFETY <br />DEPOSIT BOX, AND DESIGNATION OF SIGNATORS <br />Chenoweth moved adoption of the following resolutions and the motion <br />carried unanimously. <br />RESOLUTION R-88-1 <br />A RESOLUTION DESIGNATING THE OFFICIAL DEPOSITORY FOR THE <br />GENERAL AND SINKING FUNDS OF THE CITY <br />RESOLUTION R-88-2 <br />A RESOLUTION RELATING TO THE SAFETY DEPOSIT BOX AT NORTH <br />STAR STATE BANK <br />RESOLUTION R-88-3 <br />A RESOLUTION RELATING TO PERSONS HAVING ACCESS TO SAFETY <br />DEPOSIT BOX <br />FOCUS NEWSPAPER NAMED OFFICIAL PAPER FOR 1988 <br />Chenoweth moved appointment of the Focus Newspaper as the official paper <br />for 1988 and Council concurred unanimously. <br />APPROVAL OF UNIVERSITY GROVE ASSOCIATION REQUEST THAT NSP SURVEY LIGHT <br />SYSTEM IN GROVE <br />Martin Dworkin, President of the Grove Association, and George Blake, <br />Chairman of the lighting committee were in attendance to request Council <br />to authorize Northern States Power to do a survey and draft plans for <br />improvement of the lighting system in the Grove. Mr. Dworkin explained <br />that there are three streets, Northrop, Vincent and Burton, have no <br />lighting between Folwell and Larpenteur and they would like this addressed <br />as well as possible replacement of the entire Grove system. Council <br />agreed this was a reasonable request and directed Wiessner NSP to request <br />NSP do a survey and prepare various options for the City's consideration. <br />STRATFORD OFFICE PARK DISCUSSION - MATTER DEFERRED TO 1/27/88 <br />Wiessner informed Council that no update had been received from Stratford <br />as had been agreed upon in November. Gedde explained that he has not had <br />an opportunity to completely review all of the Stratford documents and was <br />not prepared to give specific advice. He did inform Council he felt they <br />had two possible options regarding a default, 1) refuse to issue <br />Certificates of Completion on the existing buildings, which would halt any <br />sale of the buildings, and 2) Give the developers notice that that they <br />are in default of the development agreement and take steps to gain title <br />to the undeveloped portions of the property. Gedde also commented that the <br />amendment to the development agreement which Council previously approved <br />had been put off by Stratford pending resolution of their legal action <br />against National City Bank. <br />
