i~ <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />FEBRUARY 24, 1988 <br />Mayor Baldwin called the meeting to order at 7:00 P.M.. <br />ALL MEMBERS PRESENT <br />Baldwin, P. Chenoweth, Wallin, Bush and Ciernia. Also present <br />were Wiessner and S. Chenoweth <br />MINUTES OF FEBRUARY 10, 1988 APPROVED <br />Council approved the February 10, 1988 minutes as presented. <br />CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda: <br />1. Fire and Ambulance Reports <br />2. General Disbursements, $64,820.88 <br />3. Sinking Funds, $194,525.25 <br />4. Payroll 2/1/88 - 2/15/88, $8,414.02 <br />5. Statement from Jensen, Hicken, Gedde and Soucie for <br />Legal Services through January, 1988, $6,406.30 <br />6. Licenses <br />NEW OWNERS OF FALCON LANES - REQUEST FOR TRANSFER (OR PRO-RATION <br />OF FEES) FOR BOTTLE CLUB AND "ON SALE" NON-INTOXICATING MALT <br />LIQUOR LICENSES <br />Baldwin presented a request from James Gartner, Vice President <br />of Falcon Lanes, requesting either transfer of the existing <br />licenses or pro-ration of the fees for the beer and bottle club <br />licenses, and a proposed code amendment which would allow for <br />pro-ration of liquor license fees. Baldwin explained he, <br />personally, did not like the idea of a bottle club as the owner <br />of the establishment has no control over the amount of liquor <br />consumed on the premises. This discussion was interrupted to <br />hold the public hearing scheduled for 7:15. <br />7:15 P.M. - PUBLIC HEARING ON PROPOSED AMENDMENT OF THE ZONING <br />CODE TO ALLOW ESTABLISHMENT OF A RETAIL LIQUOR STORE IN A B-2 <br />DISTRICT <br />Baldwin opened the public hearing at 7:15 and explained that <br />Richard McEwen and Geraldine Heinrichs are interested in opening <br />a retail liquor store at the Larpenteur/Snelling intersection. <br />He also explained that the proposed code amendment is necessary <br />because the liquor code provides for one retail liquor store <br />license, however, the zoning code does not address the <br />establishment of a liquor store. There being no one present <br />wishing to be heard, the hearing was closed at 7:17 P.M. <br />
