~~ <br />MINUTES <br />FEBRUARY 24, 1988 <br />PAGE 2 <br />COUNCIL APPROVES, IN CONCEPT, ADDING RETAIL LIQUOR STORE AS A <br />CONDITIONAL USE IN A B-2 DISTRICT. <br />Baldwin expressed concern (as did the Planning Commission at the <br />February 1, 1987 meeting) that by making a retail liquor store a <br />permitted use in a B-2 district, it would be possible for a <br />liquor store to be placed in all B-2 districts with no <br />conditions attached. He recommended that Council consider <br />making this type of establishment a conditional use which would <br />allow Council to place conditions on the business. Following a <br />short discussion Council approved in concept, adding "retail <br />liquor store" as a conditional use, and directed staff to draft <br />appropriate conditions. The item will be heard by the Planning <br />Commission at the March 7, 1988 meeting. <br />CONTINUATION OF BOTTLE CLUB DISCUSSION <br />Council discussed whether or not the license should be denied <br />since there is no evidence of a problem or if the bottle club <br />license could be phased out in the future. Staff was directed <br />to review the history of the bottle club license and determine <br />where bottle club licenses are issued by other communities. <br />Chenoweth then moved adoption of Ordinance 0-88-4 allowing <br />pro-ration of liquor licenses. Motion carried unanimously. <br />ORDINANCE 0-88-4 <br />AN ORDINANCE AMENDING SECTION 6-1.01, SUBDIVISION 1(B) <br />OF CODE PROVIDING FOR PRO-RATION OF LIQUOR LICENSE FEES <br />PUBLIC HEARING ON AMENDMENT OF DEVELOPMENT DISTRICT N0. 1 <br />SCHEDULED FOR 7:15 P.M., MARCH 23, 1988 <br />Council acknowleged receipt of Fiscal Consultant Steve <br />Apfelbacher's report and agreed on the concept after which <br />Chenoweth moved that a public hearing on the amendment be <br />scheduled for 7:15 P.M., March 23, 1988. The motion carried <br />unanimously. <br />CAROL KREIGLER HIRED AS RECREATION/COMMUNITY SERVICES DIRECTOR <br />Wiessner informed Council that the Interview Commitee had <br />interviewed 5 of the 37 applicants, and recommended the hiring <br />of Carol Kreigler. Bush moved the hiring of Kreigler and the <br />motion carried unanimously. <br />STRATFORD OFFICE PARK UPDATE <br />Wiessner explained that no update has been submitted by <br />Stratford but that the City Attorney will present a formal <br />update at the March 9th meeting. <br />
