MINUTES <br />MARCH 23, 1988 <br />PAGE 2 <br />7:15 P.M. - PUBLIC HEARING ON AMENDMENT OF DEVELOPMENT DISTRICT #Z <br />Baldwin opened the public hearing at 7:15 P.M, and explained that the <br />purpose of the amendment was to give more flexibility in distribution <br />of increments in the two districts. Fiscal Consultant Apfelbacher <br />gave a brief presentation based on the proposed amendment (a copy of <br />which is on file in the Clerk's Office). There being no one in attendance <br />wishing to be heard, Baldwin closed the hearing at 7:21 P.M. and Chenoweth <br />moved adoption of Resolution R-88-5. Motion carried unanimously. <br />RESOLUTION R-88-5 <br />A RESOLUTION RELATING TD DEVELOPMENT DISTRICT #1 AND <br />ADOPTING AN AMENDED DEVELOPMENT PROGRAM <br />COUNCIL WORKSHOP SCHEDULED FOR 3/30/88 AT 7:00 P.M. - CIATTI'S PARKING <br />Council scheduled a workshop for 7:00 P.M., March 30, 1988 to discuss <br />possible solutions to the Ciatti's parking problem and the city`s role <br />(if any) in solving the problem. <br />DISCUSSION - PARKING ON LAWNS/DRIVEWAYS DURING THE FAIR <br />Council discussed a memorandum from Wallin regarding requests from several <br />residents who would like to park cars on their driveways and/or lawns <br />during the State Fair. Some concerns expressed by Council were: <br />regulation of the parking, potential damage to curbs/sidewalks/boulevard <br />trees, increased congestion by vehicles entering and exiting lawns, possible <br />damage to abutting residential property, possible nuisance to residents who <br />do not wish to park vehicles on their property, and possibly creating a <br />problem for fire and rescue vehicles. Wallin stressed that the residents <br />wanted the matter discussed to obtain an idea of Council's sentiment. The <br />residents will be contacted and requested to present in writing, a plan <br />dealing with these concerns. The matter will also be referred to the <br />Planning Commission for discussion at their April meeting. <br />STRATFORD OFFICE PARK UPDATE <br />Gedde explained that Commercial State Bank is foreclosing on Stratford <br />Investments, Inc. and that the City's interest is subordinate to the <br />bank's interest. <br />RESOLUTION R-88-6 ADOPTED RELATING TO 1996 SUMMER OLYMPICS <br />Baldwin presented the proposed resolution which was discussed and amended <br />by Council.
