MINUTES <br />APRIL 13, 1988 <br />PACE 4 <br />NJ ACTION TAKEN ON PROPOSED LARPENTEUR CORRIDOR STUDY <br />Council reviewed and discussed Planner Uban's proposal for a <br />study of the Larpenteur Avenue corridor at an estimated cost of <br />$15,000 - $20,000. Baldwin and Bush were of the opinion that <br />such a study would be beneficial as it would allow for a more <br />pro-active approach and prevent rushing to respond to any plans <br />Ramsey County propose for Larpenteur Avenue. Ciernia, P. <br />Chenoweth and Wallin expressed concern that the City might be <br />paying for duplication of parts of the County's plan and felt it <br />would be more appropriate to wait until there is a specific <br />document to which the Planner could react. No action was taken <br />on the metter. <br />DENIAL OF OONDITIONAL USE REQUEST FROM HAN TAN NGUYEN FiOR A POOL <br />HALL IN NJRTIiONIE SHOPPING CENTER <br />Baldwin opened the hearing at 9:00 P.M. and presented the <br />Affidavit of Publication. <br />JULIE I~JSAN[~, 1471 W. CALIFORNIA, commented on problems created <br />by Roc-A-Fellas such as increased traffic in the residential <br />neighborhood, loitering, and use of alcohol in the parking lot. <br />She was concerned that a pool hall would create the same types <br />of problems. After a brief discussion, Ciernia moved denial of <br />the conditional use request due to the lack of information to <br />proceed with the deliberations (neither the building manager nor <br />the prospective proprieter were in attendance to answer <br />questions). Motion carried unanimously. <br />CITY TO COMBINE PRECINCTS 1 AND 4, AND 2 A1~ID 3 AND ORDER THA <br />OPTICAL SCANNING MACHINES <br />Wiessner explained that the bill allowing the City to <br />consolidate election precincts has passed, and that a resolution <br />approving Laws, 1988, Chapter 500, and amending the precincts <br />must be forwarded to the Secretary of State's Office by May <br />10th. She recommended that Council adopt the resolution and <br />approve an expenditure of $11,000 for tiro Optical Scanning <br />voting machines, the cost to be paid from the Contingency Fund. <br />Chenoweth moved adoption of Resolution R-88-8 which carried <br />unanimously. <br />RESOLUTION R-88-8 <br />A RESOLUTION APPROVING LAWS, 1988, CHAP7.~R 500, <br />AND OOMBINING PRECINCTS 1~.1 AND 4 INTO PRECINCT' <br />N0. 1, AND PRECINCT'S N0. 2 A1~ID 3 INI'0 PRECINCT <br />N0. 2 <br />EXPENDITURES AUTHORIZED FOR CITIES WEEK CELEBRATION <br />Bush reviewed the plans for the Cities Week activities which are <br />being held in celebration of the 75th Anniversary of the League <br />of Minnesota Cities, and moved authorization to expend up to <br />$1,200 for the event.
