MINUTES <br />AUGUST 24, 1988 <br />PAGE 2 <br />RESCHEDULING OF BUDGET WORKSHOPS <br />Baldwin explained that the budget workshop scheduled for August <br />31, 1988 is now needed for the discussion of development of the <br />southeast corner of Larpenteur and Snelling and asked that <br />Council schedule a budget workshop for another date. Following <br />a discussion the following workshops dates were established: <br />1) Change the meeting time for the September 8, 1988 workshop <br />from 6:30 P.M. to 8:00 P. M., and 2) Schedule a second budget <br />workshop for September 17, 1988, 8:00 A.M. to 10:00 A. M. <br />7:15 P. M. - HEARING FOR CONDITIONAL USE REQUEST FROM CHICO <br />FERDOWSI TO OPERATE A POOL HALL IN A B-2 DISTRICT. <br />Baldwin opened the public hearing at 7:00 p.m. and presented the <br />Affidavit of Publication after which he explained the <br />conditional use procedure as stipulated in the City's Zoning <br />Code. He then accepted the petitions presented by concerned <br />property owners. <br />Council reviewed the Planning Commission's recommendations as <br />determined at their August 22nd meeting after which <br />Attorney Gedde presented some possible additions to the <br />conditions relating to loitering, prohibiting intoxicated <br />persons on the premises, and employment of persons who have been <br />convicted of felonies, drug or gambling related charges. <br />RICHARD TALBOT, 1531 WEST IDAHO, stated he felt the Planning <br />Commission's conditions were reasonable, but wanted to know how <br />any disturbing the peace violations would affect the conditional <br />use permit, and how such offenses would be documented. He also <br />asked if the concerned property owners would be notified of a <br />six month review of the conditional use permit. Gedde replied <br />that any police calls would be a matter of record and would be <br />discussed at the review sessions. It was also suggested that <br />City Hall could be notified of problems. Baldwin was of the <br />opinion--that the review period should not be made a public <br />hearing that the review is Council's responsibility. <br />MARK KOSANKE, 1471 WEST CALIFORNIA, commented on the problems <br />encountered when the Roc-A-Fellas establishment was in the <br />shopping center. He felt those problems (loitering, speeding, <br />and noisy gatherings) occurred mainly between 10:00 P. M. to 1:00 <br />A.M. and would like to see the pool hall close at 10:00 P.M. <br />daily. <br />DAVID WICKHEM, 1537 WEST IOWA, stated he had noticed a lot of <br />rowdy gatherings in the City park at Idaho and Snelling with the <br />possible consumption of alcohol and drugs, and felt that they <br />congregated in the park after leaving Roc-A-Fellas. He also <br />stated that those gatherings have been cut by 80 to 90 percent <br />since Roc-A-Fellas has been closed. He commented on the poorly <br />45 <br />
