e'7 <br />MINUTES <br />AUGUST 24, 1988 <br />PAGE 3 <br />lighted park and felt steps should be taken to keep this sort of <br />activity out of the park such as increased lighting, more police <br />protection, and perhaps removal of hockey boards which produces <br />a hide-a-way. Bush replied that the Park and Recreation <br />Commission is aware of the lighting problem and it is being <br />corrected. She assured that the Commission would attempt to find <br />another place for the hockey boards. Baldwin encouraged the <br />residents to call the police at any time and if they felt there <br />was a lack of response, to call City Hall. <br />WILLIAM FRITSCHE, 1512 WEST CALIFORNIA, commented that he had <br />called the police many times for street fights, rowdiness, and <br />physical assults during the Roc-A-Fellas period and felt there <br />was very quick police response. In his opinion the 8:00 P.M. <br />time limit on parking in the back lot would not solve the <br />problem of the gatherings in the lot. <br />DANE GAUTHIER, 1469 W. CALIFORNIA, stated his concern is not the <br /> pool hall but the fear that it will be used as a hang out. He <br /> was in favor of an off duty police officer on the premises, <br /> adequate illumination of the area and recommended there be no <br /> obstructions for full visibility to the security officer. <br /> ROBERT UHLER, 1497 W. CALIFORNIA, suggested a left turn only <br /> from the back parking lot to discourage traffic from passing <br />through the residential neighborhood. <br /> Chico Ferdowsi, applicant for the conditional use permit, and <br /> his business partner, Mohsen Mirzai, were in attendance and Mr. <br /> Mirzai presented an explanation of the type of business they <br /> hoped to operate in the Neon Alley, including the display of <br /> neon art work by neon artists from around the area. The <br /> interior walls will be moved so that attendants will have a <br /> complete view of the game area and the parking lot. He reviewed <br /> the Roc-A-Fellas operation and felt the fact that those were all <br /> coin operated games with only one person on duty had some effect <br /> on the problems encountered and stressed that Neon Alley would <br /> not have any coin operated machines except for 4 or 5 video <br /> machines. This presentation was interrupted to open a public <br /> hearing scheduled for 8:00 P.M. <br />8:00 P. M. - PUBLIC HEARING ON DELINQUENT UTILITY CHARGES <br />Baldwin opened the hearing at 8:00 P. M. and presented the <br />Affidavit of Publication. There being no one in attendance <br />wishing to be heard, Baldwin closed the hearing at 8:05 P. M., <br />and Wallin moved Resolution R-88-13.
