MINUTES <br />REGULAR CITY COUNCIL MEETING <br />FEBRUARY 8, 1989 <br />Baldwin convened the meeting at 7:00 P. M. <br />ALL MEMBERS PRESENT <br />Bush, Ciernia, P. Chenoweth, Wallin, and Baldwin. Also present <br />were Wiessner, S. Chenoweth, and Gedde. <br />ADDENDA TO AGENDA <br />Council approved the addition of Item E(6), Planning Commission <br />Minutes of February 6, 1989, to the Consent Agenda, and Item <br />F(8), Scheduling of a Workshop on Strategic Planning, to the <br />Policy Agenda. <br />MINUTES OF JANUARY 25, 1989 APPROVED <br />Council approved the Minutes of January 25, 1989 as presented. <br />CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda: <br />1. Fire/Ambulance Runs <br />2. Disbursements <br />a. General Disbursements through 2/8/89, $20,515.76 <br />b. Payroll 1/16/89 -1/31/89, $8,347.32 <br />3. Cancel Lost Check #22220 <br />4. Planning Commission Minutes of February 6, 1989 <br />APPROVAL OF CONDITIONAL USE FOR GAME ARCADE IN NORTHOME SHOPPING <br />CENTER <br />Baldwin presented the conditions recommended by the Planning <br />Commission at the February 6th meeting and noted a request from <br />Mark Kosanke, 1471 California, that Council consider banning any <br />entrance through the back door and that the closing time be <br />earlier, perhaps 11:00 P. M. Council reviewed the conditions <br />proposed by the Planning Commission, and considered a request <br />from James Sacco, the prospective proprietor, that Council <br />reconsider requiring two attendants on duty after 5:00 P.M. He <br />felt the establishment would not be busy at that hour and two <br />attendants would not be necessary. Dan Kordiak, building <br />manager for the center, objected to a proposed condition banning <br />entrance to the rear lot after 9:00 P. M. as it would pose a <br />hardship on other businesses in the center. Following a lengthy <br />discussion Wallin moved adoption of Resolution R-89-5 granting <br />the conditional use permit for the game arcade and establishing <br />conditions.
