MINUTES <br />FEBRUARY 8, 19 89 <br />PAGE 2 <br />DISCUSSION OF FOSTER CARE AND GROUP HOMES - REFERRED TO PLANNING <br />AND HUMAN RIGHTS COMMISSIONS <br />Baldwin explained that a foster care home for four adults <br />suffering from head injuries is being proposed at 1746 N. <br />Snelling and that such a use is permitted under the City's <br />Zoning Code, however, there are some portions of the Code that <br />are in contradiction of State Statutes and need to be <br />addressed. He stressed that all planning and zoning authority <br />comes from the State and State Statutes supersede municipal <br />laws. <br />TOM KNIER, Manager of the Community Home Program for Enhanced <br />Living and Rehabilitation Systems, the group proposing the <br />establishment of the home on Snelling, explained the purpose of <br />the program is to put the residents in a home situation rather <br />than placement in a nursing home, and stressed that the property <br />will be well kept up and not be an intrusion into the <br />neighborhood. <br />DAVID SCHEELE, 1760 N. Snelling, expressed concern that the home <br />would have a negative impact on his property by lowering his <br />property value and increasing traffic. <br />GLEN OLSON, 1780 N. Snelling, was concerned about the ownership <br />of the property and was informed by Mr. Knier that three <br />investors have leased the house. Mr. Olson also felt it was <br />inappropriate to place such a home on Snelling which is a busy <br />street, and also objected to a commercial use in a residential <br />neighborhood. <br />EMIL ZAPPA, 1770 N. Snelling, was concerned that more rooms <br />could be added to the home and the number of residents <br />increased. <br />Council briefly discussed the fact that the City Code relating <br />to this type of home is not in compliance with State Statute, <br />after which the matter was referred to the Planning and Human <br />Rights Commissions for review and recommendations. <br />WORKSHOP ON FOSTER/GROUP HOMES SCHEDULED FOR 3/1/89 <br />Council scheduled a workshop for March 1, 1989 at 7:00 P.M. for <br />a presentation by Ramsey County Human Services Department <br />regarding foster and group homes. <br />ATTORNEY TO DRAFT NEW LEASES WITH UNIVERSITY OF MINNESOTA FOR <br />CITY PARK PROPERTY <br />Council discussed the fact that the present lease on the Park at <br />Roselawn and Cleveland will expire in 1993 and before proceeding <br />with plans to replace the park building it would be prudent to <br />obtain a longer commitment from the University. Ciernia then <br />moved that the City Attorney be authorized to review the old <br />lease and draft a new one with the University for the City Park <br />property. Motion carried unanimously. <br />
