DESIGNATED AS PARK PLANNER FOR <br />CITY <br />Barry Warner and Scott Midness of Barton-Aschman Associates <br />presented information regarding their firm and the procedure to <br />be followed in planning park needs for the City. Following a <br />dialogue between Council and the Planners, Bush moved acceptance <br />of the Barton-Aschman proposal. Motion carried unanimously. <br />AUTHORIZATION OF FUNDS FROM CONTINGENCY ACCOUNT FOR FUNDING OF <br />PARK PLANNER <br />Bush moved authorization of an expenditure of up to $12,000 from <br />the Contingency Account for funding of the park planning <br />project. Motion carried unanimously. <br />APPROVAL OF JOB DESCRIPTION FOR FIRE MARSHAL POSITION <br />Council accepted the Fire Marshal job description as presented. <br />PERSONNEL POLICY FOR CITY EMPLOYEES ADOPTED WITH THE <br />UNDERSTANDING THAT A CODE OF ETHICS ON LOCAL ELECTIONS WILL BE <br />DRAFTED. <br />Council reviewed and made corrections to the proposed personnel <br />policy, after which P. Chenoweth moved adoption of Ordinance <br />0-89-4 incorporating the policy into the City Code, with the <br />understanding that a code of ethics on local elections will be <br />drafted to address Baldwin's concerns regarding Section 11, <br />Subdivision 4, Section 3 relating to city employee participation <br />in political campaigns. Motion carried unanimously. <br />ORDINANCE 0-89-4 <br />AN ORDINANCE AMENDING CHAPTER 2 OF THE MUNICIPAL CODE <br />(OPERATIONS AND ADMINISTRATION) BY ADDING PART 2, CITY <br />EMPLOYEE PERSONNEL POLICY <br />STAFF DIRECTED TO DRAFT A CHARITABLE GAMBLING ORDINANCE FOR <br />CONSIDERATION AT 2/22/89 MEETING <br />Baldwin commented on a memo from Attorney Mattke dated February <br />3, 1989 responding to Council's questions/concerns raised at the <br />January 11th meeting. Following a brief discussion Council <br />directed staff to draft a charitable gambling ordinance for <br />consideration at the February 22nd meeting. <br />STRATEGIC PLANNING WORKSHOP SCHEDULED FOR 3/4/89 AND THE FIRST <br />SATURDAY OF EACH MONTH THEREAFTER <br />Council secheduled a Strategic Planning Workshop for March 4, <br />1989, 8:00 - 10:00 A.M., and for the first Saturday of each <br />month thereafter until no longer necessary. <br />
