Chenoweth, Ciernia, Wallin and Baldwin. <br />were Wiessner and S. Licenses <br />FORESTER'S REPORT FOR 1988 - CITY TO APPLY FOR "TREE CITY" <br />STATUS <br />Linda Treeful, City Forester, reviewed her report dated January <br />27, 1989 which addressed the 1988 tree sanitation program and <br />recommended therapeutic trimming for elm disease. control in <br />1989. She also explained the "Tree City U.S.A." program in <br />which the City hopes to participate this year and requested <br />Council consider appointing a Tree Board as required for <br />participation in the program. Following a brief <br />discussion,Council accepted the Forester's Report and designated <br />the City Council as the Tree Board. <br />NW SUBURBAN YOUTH SERVICES PRESENTATION DEFERRED TO 3/8/89 <br />Item F(2) Presentation by Scott Williams, Northwest Suburban <br />Youth Services, was deferred to the March 8, 1989 meeting at the <br />request of Mr. Williams. <br />TAX INCREMENT FINANCING PROJECT UPDATE <br />Fiscal Consultant, Steve Apfelbacher, presented his report dated <br />January 22,.1989 (a copy of which is on file in the Clerk's <br />office) updating the financial status of the TIF projects. <br />Council and Apfelbacher discussed at length the impact of new <br />tax laws on TIF funding such as disallowing homestead credits in <br />TIF districts containing homestead properties. <br />
