MINUTES <br />FEBRUARY 22, 1989 ;~ <br />PAGE 2 <br />LIGHT RAIL TRANSIT PRESENTATION BY COUNTY COMMISSIONER JOHN <br />FINLEY <br />Commissioner Finley gave an informative presentation on goals <br />and possible sites for light rail transit in Ramsey County after <br />which he replied to inquiries from Councilmembers. <br />CITY TO CONSIDER PROPOSAL FROM HEINRICH LOOS TO DEED ONE FOOT <br />STRIP OF LAND AT END OF LINDIG STREET TO CITY <br />Baldwin presented background information on the one foot strip <br />of city right-of-way which was retained by the property owner at <br />the time the property on the the west side of the north end of <br />Lindig St. was subdivided. He explained that the present owner <br />of the northernmost property, Heinrich Loos, is selling the <br />property and has made two proposals to the city, (1) that the <br />city purchase the strip of land from him for $3,500 or (2) that <br />he deed the strip to the city with the stipulation that the city <br />would not issue a building permit for development of the lot on <br />the east side until he has been reimbursed for a portion of the <br />water and sewer cost. Following a discussion, Wallin moved <br />acceptance of a deed of ownership based on the conditions <br />specified in item No. 2 providing staff can work out a suitable <br />enabling mechanism at no cost to the city. Motion carried <br />unanimously. <br />RAMSEY COUNTY PUBLIC WORKS CAPITAL IMPROVEMENT PLAN UPDATE <br />Council briefly discussed the public works update and the <br />accompanying letter from City Engineer Maurer dated February 17, <br />1989. <br />FINAL DRAFT OF PROPOSED CHARITABLE GAMBLING ORDINANCE REVIEWED <br />Council reviewed the proposed ordinance after which Wallin moved <br />adoption of Ordinance 0-89-5 providing for regulation of <br />charitable gambling. Motion carried unanimously. <br />ORDINANCE 0-89-5 <br />AN ORDINANCE AMENDING PART 15, SECTION 15.01 <br />OF THE CODE OF THE CITY OF FALCON HEIGHTS <br />RELATING TO CHARITABLE GAMBLING <br />PERSONNEL COMPENSATION SYSTEM ADOPTED <br />After Wiessner's presentation of the proposed compensation plan <br />and discussion by the Council, Council approved the plan as <br />presented with the deletion of the longevity bonus section. It <br />was agreed that the $1,750 designated for this purpose be added <br />to the $5,000 stipulated for merit increases. Wallin then moved <br />approval of the proposed individual salary adjustments totalling <br />$6,500 for the remainder of 1989. Motion carried unanimously. <br />
