MINUTES ~~ <br />MAY 9, 1989 <br />PAGE 3 <br />11 <br />1 <br /> <br />PROPOSED CODE AMENDMENTS RELATING TO RESIDENTIAL SETBACKS <br />REFERRED BACK TO PLANNING COMMISSION <br />Council reviewed the amendments recommended by the City Planner <br />and the Planning Commission at their May 1, 1989 meeting <br />relating to setback requirements for accessory buildings. <br />Concern was expressed in regulating setback requirements for <br />corner lots in the same manner as interior lots. Ciernia <br />suggested that placement of structures on corner lots might be <br />better addressed by Conditional Use. Planning Commission Chair <br />David Black was in attendance and explained the Commission was <br />attempting to establish standards which would apply to all lots <br />in the City many of which are substandard based on the present <br />Code. Following a discussion, Council referred the matter back <br />to the Planning Commission for further review. <br />MINNESOTA STATE AID FIVE YEAR CONSTRUCTION PROGRAM APPROVED <br />Maurer explained that MN/DOT requires the City to submit a 5 <br />Year Construction Plan every three years and stressed that <br />MN/DOT will not hold the City to this plan either in the <br />projects listed or the description of each project. Council <br />then accepted the report as presented by Maurer. <br />RFPS TO BE ISSUED TO ARCHITECTURAL FIRMS FOR COMMUNITY PARK <br />BUILDING <br />Wiessner explained that due to the fact that the Celebrate <br />Minnesota 1990 Grant Agreement stipulates the Community Park <br />building reconstruction must be completed by December 31, 1989, <br />it is prudent to start the process by hiring an architect. <br />Wallin moved that Staff be authorized to draft and issue Request <br />for Proposals to qualified firms. Motion carried unanimously. <br />ATTORNEY'S MEMORANDUM OF 5/5/89 RELATING TO CITY'S ASSESSMENT <br />POLICY NOTED <br />Council noted a memo dated May 5, 1989 from Attorney Paul Mattke <br />upholding the City's assumptions regarding proposed assessments <br />for the Hamline Avenue project. <br />RFPS TO BE ISSUED FOR CURBSIDE RECYCLING PICKUP <br />Council reviewed a resolution drafted by the Solid Waste <br />Commission requesting authorization to prepare and issue RFPs <br />for curbside recycling pickup in order to provide continued <br />service after SuperCycle, Inc. terminates their business. <br />Council unanimously approved the request and endorsed the <br />Commission's plans for future projects as listed in the <br />resolution and accompanying memorandum. <br />APPROVAL OF CITY SEXUAL HARASSMENT POLICY <br />Council briefly discussed the proposed Sexual Harassment Policy <br />
