Chenoweth then moved approval of the <br />change order and adoption of Resolution R-89-11 awarding the bid <br />to Bituminous Roadways, Inc. Motion carried unanimously. <br />RESOLUTION R-89-11 <br />A RESOLUTION AWARDING THE BID FOR THE 1989 SEALCOATING <br />OF UNIVERSITY GROVE AND ALL ALLEYS <br />DISCUSSION OF PLANNING COMMISSION PARKING COMMITTEE REPORT <br />David Black, Planning Commission Chair, reviewed the report <br />prepared by the Parking Committee and requested Council's <br />comments and suggestions. Council briefly discussed the item <br />and suggested looking at neighborhoods with particular problems, <br />such as University Grove, as separate zones. Black indicated <br />the Committee hopes to have some general policies drafted after <br />two or three more meetings. <br />1988 AUDIT APPROVED <br />Dick Ellsworth of George M. Hansen Company briefly reviewed the <br />Audit Report for the year ending December 31, 1988 and responded <br />to questions from the Council. Following the discussion, <br />Council approved the Audit as presented. <br />APPROVAL OF COUNTY'S REQUEST TO RESTRICT PARKING ON LARPENTEUR <br />AVE., HAMLINE TO ALBERT <br />Baldwin explained that Ramsey County has asked the City to adopt <br />a resolution restricting parking on both sides of Larpenteur <br />Avenue from Hamline to Albert. This is required in order for <br />the County to use state aid funds for the proposed <br />reconstruction project. Baldwin also commented on the fact that <br />the street is currently posted "No Parking" except for the area <br />fronting approximately one and one-half residential lots.
