Motion carried unanimously. <br />RESOLUTION R-89-20 <br />A RESOLUTIONH APPROVING PUBLICATION OF A SUMMARY OF <br />ORDINANCE 0-89-6 <br />1 <br />~i <br />APPROVAL OF COMPREHENSIVE PARK AND RECREATION PLAN <br />Park and Recreation Director, Carol Kriegler, explained that the <br />Park and Recreation Commission voted unanimously to recommend <br />Council's adoption of the Plan. She stressed that the plan <br />provides goals to strive for, it is not cast in stone, and that <br />priorities recommended in the plan may change from time to time. <br />Following a brief discussion, Bush moved acceptance of the <br />Comprehensive Park and Recreation Plan as prepared by Barton <br />Aschman, which carried unanimously. <br />CITY AGREES TO FUND $5,000 FOR PLAYGOUND EQUIPMENT AT FALCON <br />HEIGHTS SCHOOL (WITH CONDITIONS) <br />Kriegler informed Council that the Park and Recreation <br />Commission is unanimously in support of a request from the <br />Falcon Heights School Playgound Committee that the City consider <br />purchasing approximately $8,000 worth of equipment for the <br />playground. Council agreed that some participation might be <br />proper as the area is frequently used in conjunction with the <br />City's Park and Recreation programs and as a neighborhood <br />playground, however, concern was expressed regarding ownership <br />of the equipment, liability and maintenance. Kriegler explained <br />that the equipment would belong to the City and if the school <br />closes the City could remove the equipment. Merrie Zakaris, <br />representing the Playground Committee, stated that the equipment <br />would be maintained and insured by the School District. <br />Following the discussion, Ciernia moved an expenditure of $5,000 <br />from the Park Capital Improvement Fund for playground equipment, <br />subject to an acceptable maintenance, ownership and liability <br />agreement between the City and the School District. Motion <br />carried unanimously. <br />COMMUNITY PARK BUILDING PLAN APPROVED <br />Tom Dunwell, President of Buetow and Associates, reviewed and <br />discussed with Council the plans for the proposed new park <br />building, which is estimated to be in the $180,000 to $200,000 <br />price range. Kriegler explained that Barton Ashman has <br />estimated the cost of removal of the old park building, <br />utilities for new building and repair of the parking lot to be <br />$31,000 which would be an addition to the cost of the new <br />structure. <br />Concern was expressed over the fact that the University of <br />Minnesota is considering sale of the land which the City has <br />leased for park purposes and on which the new building would be <br />constructed. Wiesner stated the University attorney has <br />indicated that they would continue to lease the land if the City <br />is unable to purchase it. <br />~' <br />
