MINUTES <br />REGULAR CITY COUNCIL MEETING <br />SEPTEMBER 27, 1989 <br />Baldwin convened the meeting at 7:00 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Bush, P. Chenoweth, Ciernia and Wallin. Also present <br />were Wiessner and S. Chenoweth. <br />MINUTES OF 9/13/89 APPROVED <br />The Minutes of September 13, 1989 were approved by unanimous <br />consent. <br />ADDENDUM TO CONSENT AGENDA <br />Council approved the addition of two licenses to Item E(4) of <br />the Consent Agenda. <br />CONSENT AGENDA APPROVED <br />Council unanimously approved the following Consent Agenda. <br />1. Disbursements <br />a. Disbursements through 9/27/89, $52,382.35 <br />b. Payroll 9/1/89 - 9/15/89, $11,098.57 <br />2. Cancellation of Check #22713 issued to Dale Kielsmeier <br />on 9/11/89 in Amount of $4.00, Incorrect Amount <br />3. Commission Minutes <br />a. Park & Recreation Minutes of 8/29/89 <br />b. Solid Waste Minutes of 9/7/89 <br />4. Licenses: Anderson-Johnston Construction, #371, <br />Blacktop Maintenance, #370 and Vasko Rubbish Removal, <br />#368 <br />FIRE DEPARTMENT FUND RAISING DISCUSSION <br />Jay McNabb, representing the Fire Department and Fire Relief <br />Association, explained that the proposed fundraiser planned for <br />November 18th at the Knights of Columbus Hall must be in the <br />name of the Relief Association due to the fact that the Fire <br />Department, as a part of the City, does not qualify under the <br />charitable gambling statutes. Council discussed fund raising in <br />general and concurred they would prefer to have fundraisers in <br />the name of the Fire Department unless there is some legal <br />reason why it should go through the Relief Association (as in <br />the November 18th activity), as this would make the Council <br />accountable. It was also suggested that when using Relief <br />Association funds for fire equipment, the funds be put in the <br />capital improvement fund and payment made by the City. McNabb <br />asked if they are free to buy or if they must go through a <br />bidding process and Council agreed the bidding process would be <br />preferred. <br />7:30 P.M. PUBLIC HEARING ON DELINQUENT UTILITY CHARGES <br />Baldwin opened the public hearing at 7:30 P.M. and asked for <br />comments from any concerned parties. There being no one wishing <br />~~ <br />
