Wallin then moved adoption <br />which carried unanimously. <br />RESOLUTION R-89-22 <br />A RESOLUTION GRANTING A CONDITIONAL USE PERMIT <br />FOR OPERATION OF A BED AND BREAKFAST AT 2129 WEST <br />LARPENTEUR IN AN R-1 DISTRICT <br /> <br />1 <br />MINUTES <br />OCTOBER 11, 1989 <br />PAGE 2 <br />the wording be change <br />of ownership, would b <br />of Resolution R-89-22 <br />DISCUSSION - COMMUNITY PARK LEASE/AQUISITION <br />Baldwin presented an update on the University of Minnesota's <br />proposal that the City either purchase or lease at market rate, <br />with a one year termination clause, the property at Roselawn and <br />Cleveland which is presently leased for City park use. Council <br />discussed the impact of the proposal on the City's plan to begin <br />construction of a new park building on the site this fall. <br />Baldwin explained that he and Wiessner plan to attend the- -- <br />University's Physical Planning and Operating Committee meeting <br />on October 12th in an attempt to get an audience with this <br />smaller group before the matter is presented to the entire Board <br />of Regents. Council concurred that attending the meeting and <br />presenting the City's concerns would be worthwhile. <br />ACTION ON COMMUNITY PARK PLANS AND SPECIFICATIONS DEFERRED UNTIL <br />LAND AVAILABILITY IS ASSURED <br />Tom Dunwell, Buetow and Associates, was in attendance to present <br />theplans and specifications for Council approval if that body <br />considered it appropriate at this time. Mr. Dunwell explained <br />that the Council can reserve the right to reject all bids if the <br />availaibility is not assured. After a lenghty discussion <br />regarding whether or not it would be appropriate to approve the <br />plans and authorize advertisement for bids when there is no <br />assurance the land would be available in the near future, <br />Council agreed to postpone any action until there is some <br />indication of the availability of the land. <br />AMENDMENT TO PERSONNEL POLICY REGARDING MEDICAL LEAVE OF ABSENCE <br />WITHOUT PAY <br />Baldwin explained that the existing personnel policy does not <br />address medical leave of absence without pay and presented the <br />proposed amendment to the policy. Council reviewed the document <br />and made changes relating to the City's contribution to medical <br />benefits, and approval of the initial medical leave request and <br />any extensions thereto.
