Wallin then moved adoption of the <br />1990 Budget as presented., Motion carried unanimously. <br />DISCUSSION OF PROPOSED RRFi~SF; ORDINANCE RESUMED <br />Wallin felt it might be prudent to prohibit the disposal of yard <br />waste rathern than providing for collection, and that everyone <br />should be encouraged to leave lawn clippings on the lawn as it <br />is beneficial. Mark Ascerno, 1871 Tatum, agreed that lawn <br />clippings are a good source of nutrients for the lawn, but that <br />leaves and prunings can create problems in that they are slow to <br />compost and prunings can harbor rodents. S. Chenoweth explained <br />that the Solid Waste Commission is also concerned, however, has <br />recommended providing for collection of yard waste as a short <br />term solution. Following the discussion, Wallin moved adoption <br />of the proposed ordinance on the contingency that use/disposal <br />of yard wastes sbe addressed in the near future. Motion carried <br />unanimously. <br />ORDINANCE U-89-17 <br />AN ORDINANCE AMENDING SECTION 5-4.01 OF THE <br />MUNICIPAL CODE RELATING TO COLLECTION AND <br />DISPOSAL OF REFUSE AND YARD WASTE <br />PRESENTATION BY STATE REPRESENTATIVE MARY JO MCGUIRE <br />Representative McGuire reviewed items addressed at the special <br />legislative session, and presented an update on upcoming issues <br />to be discussed by the Legislature. <br />APPRROVAL OF PROPOSED ORDINANCE INCREASING INSURANCE <br />REQUIREMENTS FOR LICENSING CONTRACTORS <br />S. Chenoweth explained that Doug Holm, Loss Control Consultant <br />with North Star Risk Service, Inc., has recommended that <br />liaibility limit requirements for licensing all contractors be <br />increased to be more in line with the City's liability <br />coverage. Bush moved adoption of Ordinance 0-89-18 increasing <br />the limits as recommended. Motion carried unanimously. <br />ORDINANCE 0-89-18 <br />AN ORDINANCE INCREASING INSURANCE REQUIREMENTS <br />FOR LICENSING OF ALL CONTRACTORS, AMENDING SECTIONS <br />5-14.02, 5-12.01, 5-12.02, 8-4.03, SUBD. 2(b), AND <br />4-6.01, SUBD. 5 OF THE MUNICIPAL CODE <br />CITY TO PARTICIPATE IN ICE RINGETTE SPORTS PROGRAM <br />Bush explained that the sport is a winter activity similar to <br />hockey but designed for girls, and that the Minnesota Amateur <br />Sports Commission is offering free start-up equipment kits. <br />~~ <br />
