The planning commission may, by resolution, revise its program of work from t ime to time . Section b. preparation of Village Plan. It shall be the function and duty of the planning commission to prepare and adopt a comprehen- sive village plan far the physical development of the village, inclu- ding proposed public buildings, street arrangements and improvements, public utility services, parks, plgygrounds, and other similar devel- opments, the use of property, the density of population, and other matters relating to the physical development of the village. Such plan may be prepared in sections, each of which shall relate to a mayor subject of the plan, as outlined in the commissionts program of work. Section 6. A~eans of Eaecuti Plan. Upon the adoption of the village plan or any section thereo., t shall be the duty of the planning commission to recommend to the village council reasonable and practicable means for putting into effect such plan or section th®reof in order that the same will serve as a pattern and guide for the orderly physical development of the village and as a basis for then efficient expenditure of the funds thereof relating to the subjects of such village plan. Section 7. Zoning. The plaruaing commission shall study the zoning plan of the village and make recommendations to the village council for changes. as the need arises. The village council sha31 refer to the planning commission far recommendation all applications for changes in zoning plan. Section 8. Building Cod®. The planning commission shall study the building code of the village and-make recommendations to the village council for changes as the need arises. Section 9. pfficial ~a of Street Extensions. The planning com- mission may and upon nstruction y t e v llage council shall prepare an offieaial map of the platted and unplatted portions of the village and adjoining territory, or portions thereof, indicating upon such map the proposed future extension or xidex~ing of .streets of the village xithin such existing platted and d®veloped territory or across such un- platted territory. After such map has been prepared it shall be submitted to the council, xhich shall thereupon consider such map and may adopt it or any part of it xith such amendments as it deems advisable. Before such adoption by the council, a public h®aring shall be held upon_the pro- posal as required by lax. After such map has been adopted by the council xhenever any existing street or highway is widened or improved, or xhenever any new street is opened or acquired by action of the village, it shall not be required in such proceedings to pay for any building or structure xhatsoever construetted upon such mapped street, or situated outside of any building line that may have been established upon the e~cisting street, or xithin any area thus reserved by the map for public purposes, if such building or structure has been placed there xithout a permit or in violation of the conditions of a permit after the adoption and publication of such map. -2-
