The planning commission may, by resolution, revise its program of <br />work from t ime to time . <br />Section b. preparation of Village Plan. It shall be the function <br />and duty of the planning commission to prepare and adopt a comprehen- <br />sive village plan far the physical development of the village, inclu- <br />ding proposed public buildings, street arrangements and improvements, <br />public utility services, parks, plgygrounds, and other similar devel- <br />opments, the use of property, the density of population, and other <br />matters relating to the physical development of the village. Such <br />plan may be prepared in sections, each of which shall relate to a <br />mayor subject of the plan, as outlined in the commissionts program <br />of work. <br />Section 6. A~eans of Eaecuti Plan. Upon the adoption of the <br />village plan or any section thereo., t shall be the duty of the <br />planning commission to recommend to the village council reasonable <br />and practicable means for putting into effect such plan or section <br />th®reof in order that the same will serve as a pattern and guide for <br />the orderly physical development of the village and as a basis for <br />then efficient expenditure of the funds thereof relating to the <br />subjects of such village plan. <br />Section 7. Zoning. The plaruaing commission shall study the zoning <br />plan of the village and make recommendations to the village council for <br />changes. as the need arises. The village council sha31 refer to the <br />planning commission far recommendation all applications for changes in <br />zoning plan. <br />Section 8. Building Cod®. The planning commission shall study the <br />building code of the village and-make recommendations to the village <br />council for changes as the need arises. <br />Section 9. pfficial ~a of Street Extensions. The planning com- <br />mission may and upon nstruction y t e v llage council shall prepare <br />an offieaial map of the platted and unplatted portions of the village <br />and adjoining territory, or portions thereof, indicating upon such <br />map the proposed future extension or xidex~ing of .streets of the village <br />xithin such existing platted and d®veloped territory or across such un- <br />platted territory. <br />After such map has been prepared it shall be submitted to the <br />council, xhich shall thereupon consider such map and may adopt it or <br />any part of it xith such amendments as it deems advisable. Before such <br />adoption by the council, a public h®aring shall be held upon_the pro- <br />posal as required by lax. After such map has been adopted by the <br />council xhenever any existing street or highway is widened or improved, <br />or xhenever any new street is opened or acquired by action of the <br />village, it shall not be required in such proceedings to pay for any <br />building or structure xhatsoever construetted upon such mapped street, <br />or situated outside of any building line that may have been established <br />upon the e~cisting street, or xithin any area thus reserved by the map <br />for public purposes, if such building or structure has been placed <br />there xithout a permit or in violation of the conditions of a permit <br />after the adoption and publication of such map. <br />-2- <br />
