<br />Meeting called to order at 7:30 P.~d. Minutes of regular meeting ,
<br />February 12, 1952, of special meeting, February 23, 1952, and of postponed meeting,
<br />February 26, 1952, were heard and approved as read.

<br />Larpenteur Lorris Williams, Chairman, Planning Commission, present ed revised
<br />& Snelling drawings by the County Engineer, covering proposed street plan for
<br />area the business area at Larpenteur and Snelling Avenues. Agreement was
<br />reached that certain changes might be desi rable, including closing
<br />of the middle-of-the-block parking entrance, showing of proposed
<br />angle parking, and specifging asphalt surfacing to the cu rb. As soon
<br />as the plans can be made ready to inc ludo these ch anges , the Counci 1
<br />will hold a special meeting to which the businessmen, representatives
<br />of the County Engineer's department and other interested parties will
<br />be asked to attend.
<br />Proposed Following a discussion of proposed amendments to Ordinances Nos. 3
<br />amendments, and 8 to include 30-foot setbacks for buildingsto be eroded on corners
<br />Ordinances zoned as business distri cts, a rezoning proposal providing for Residence
<br />3 and 8 - distri cts B between Residence districts A and Business districts, was
<br />referred to the Planning Commission for recommendation.
<br />Pedestrian In connection with proposal for a pedestrian cross-walk on Larpenteur
<br />cross-walk between Arona and Snelling Drive; Attorney Graham's letter of Feb. 13,
<br />1952, was read expressing the opinion that the Council has the power
<br />to establish crosswalks at any point, whether at the corner or middle
<br />of the blokk, from the standpoint of public welfare and safety.
<br />Alleys As to alley improvement agreements si gned by various property owners
<br />and presented at the February 12;12 meeting. Attorney's letter
<br />was read, outlining procedure for c ling a public hearing on the
<br />proposed impDDVement and. for a more definite description of the area
<br />it is proposed to assess.
