259 <br />Election Letter from Attorney Graham was read, relating to appointment of <br />Relief relief fudges by the Council, and to alternates or substitutes <br />Judges who may be appointed by the regular fudges when the latter leave <br />the polls for dinner or for other reasons. <br />Boulevard Further consideration was given to a request presented by some <br />trees home owners at the February 12, 1952 meeting, relating to planting <br />of boulevard trees, arxi Attorney Graham's letter of February 14, <br />1952, was read in this connection. After discussion, Trustee <br />Lindig was asked to contact Al Sterk, City Forester, St Paul, who <br />had indicated willingness to furnish information on spacing and <br />type of trees, etc. <br />Investing Treasurer Van Hoven reported that the Public Examiner is in accord <br />Village with proposal to invest surplus. Village funds so as to provide <br />funds earnings fb r the Village. The possibility of investing said funds <br />in certificates of deposit issued by the Falcon Heights State Bank <br />or in government bonds, was discussed. Stewart then moved that the <br />question as to how the Council may proceed legally in the matter be <br />referred to Attorney Graham. Seconded by Lindig and carried un- <br />animously. <br />Dry Cleaners A proposed dry cleaning ordinance was discussed flurther, especially <br />Ordinance with respect to including restrictions as to pumping waste into the <br />alley, also for controlling lint and obnoxious odors. Matter was <br />then referred to Attorney Graham to prepare the proposed ordinance <br />in final form. <br />Rezoning Arthur Lindig presented inf ormation on a Stran-Steel building, 24x24, <br />request which he wants to construct as a temporary auxiliary building in <br />connection with operation of his nursery at 1879 West Larpenteur, <br />and requested resoning of a portion of the property for the purpose <br />of erecting said building. He was advised by the Village Attorney <br />to ini a petition. <br />Fire Dept. On motion by Henry, seconded by Lindig, it was voted that the Clerk <br />sleepers write Fire Chief Swanson, requesting information on the Fire Chief's <br />monthly report as to number of sleepers oecuping quarters, their hours <br />of duty and number of .days they have been on duty each month this <br />year. <br />Rose Following discussion, Shavor moved that inasmuch as the Village <br />Tribune published ordinances and oth er matter in The Rose Tribune, that the <br />Clerk write the Rose Tribune for information as to the present total <br />weekly circulation of their newspaper within the Village of Falcon <br />Heights. Seconded by Rekstad and carried unanimously. <br />Soft Rekstad proposed patrolling of streets during soft road conditions <br />roads to enforce restrictions applying to trucks and other heavy vehicles. <br />On motion by Henry, seconded by Lindig, it was voted to have Rekstad <br />contact Public Safety Chairman Arndt regarding the matter and t o <br />report on Arndt~lsrecommendation at the next meeting. <br />Civilian Mayor Henry reported on the Civilian Defense meeting held in the <br />Defense Village Hall the previous evening with respect to attendance and <br />on entollments for pn~i~#;as3ndpa~ice and auxiliary firemen training. <br />
