99 <br />Alleys Letters from Mr. Rees an:d from Harry Bronson, County Surveyor, <br />relating to improvement of alleys behind the shopping center <br />on the north side of Larpenteur, were read. Proposed improve- <br />ment includes the present alley and the opening of a new T-shaped <br />alley thru to Crawford. After discussion, Stewart moved, <br />seconded by Lindig, that the matter be referred to our attorney <br />for advi sing ~[r. Rees that the council would like to have Mr. Milnor W. <br />Carley, Engineer, check both alleys with respect to grade and <br />proposed improvements, subject to Mr. Rees' approval. Motion <br />carried unanimously. <br />File case Matter of equipping with locks the 4-drawer used file case scoured <br />for Town for Town of Rose files and Village ordinances, was discussed. <br />records Lindig moved, seconded by Rekstad, that the clerk be authorized <br />to have locks installed on each of the four drawers. Motion <br />carried. <br />Centrifugal Question of scouring a centrifugal pump/ with gasoline motor <br />pump from the standpoint of economy for various Yillage needs was <br />dis Dossed. The matter was referred to Rekstad for cYmecking <br />and report at the next meeting. <br />Nelson After discussion, Rekstad moved th at building permit be issued <br />permit to Gus Nelson for construction of a dwelling on his Fry street <br />property. Seconded by Lindig and carried unanimously. <br />Larpenteur Attorney Graham advised the council on assessment procedure <br />curbing to be followed in connection with the Larpenteur Avenue <br />improvement curbing improvement. Henry then moved that the matter of the <br />Larpenteur Avenue dnatbing improvemeeatt be referred to the Clerk <br />and to the County Engineer's office to initiate proceedings for <br />levying of the assessment. Seconded by Lindig and carried by a <br />unanimous vote. <br />Special Treasurer Yan Hoven reported on his contact with i~r. George <br />Assessments Anderson, of-the State Public Examiner's office, regarding book- <br />Fund~ keeping procedure for all special assessment type of projects. <br />Where there are likely to be many pro3ects over a period of <br />years, the Public Examiners office said it is satisfactory <br />procedure to set up one "Special Assessments Funcj/r, Van Hoven <br />reported, provided we keep a separate shhedule showing individual <br />receipts and disbursements for each pro3ect lumped in such funds. <br />Fund set up Shavor then moved that the clerk and the treasurer be authorized <br />to sat up a special assessments fund: Seconded by Henry and <br />carried unanimously. <br />Temporary On motion by Remy, seconded by Shavor, it was voted unanimously <br />transfer to authorized) temporary transfer from the general fund to the <br />special assessments funds of $16,300.00 to cover the estimated <br />costs of the Larpenteur Avenue cu rbing pro3eet and of the seven- <br />slley improvement project, to be assessed against the benefited <br />property - said amount to be returned from the special assessments <br />fundj to the general fund as soon as collections are made from <br />such assessments. <br />
