~~~ <br />Heating. Rekstad reported that heating contractors he had contacted wish to <br /> know type of heating to be installed in the Village Hall before <br /> submitting bids. It was agreed to have Rekstad consult a heating <br /> engineer for recommendation as to type of heating and for drawing <br /> up plans. <br />Recess At this point, the meeting was recessed. <br />Hearing, Grant At 8:30 P.M., Acting Mayor George J. Shavor declared open <br />& Weber petition the hearing on the petition of Iioward G. Grant and Nick B. <br />vacate alley. Weber to vacate the platted alley bet+veen Lot 2 and Lots 3, <br /> 4 and 5, Keller Re-arrangement of B~~ok 10 of Falcon Heights <br /> Addition. On request, the clerk read from the minutes of <br /> Augus$ 26, 1952, the record as to receipt of the petition <br /> and the council's action in voting to hold a public hearing <br /> on said petition. Notice of public hearing also was read <br /> and report made th at it had been. published and posted as <br /> required by law. <br />Ira Karon, Attorney appeared before the council and stated he represented the <br /> petitioners. If the proposed alley is opened, Cdr. Karon <br /> said it would destroy the present landscaping which serves <br /> to screen in the commercial area. As between private and <br /> general public interests, Karon stated that all properties <br /> in the area were served by the east and west alley except <br /> Weber's property and lots 4 and 5 owned by ter. Rees. The <br /> only one to benefit from opening of the proposed alley, he <br />Traffic said, would be the owner of Lot 4. Said that a recent <br /> check of traffic thru the present east and west alley <br /> recorded 15 trucks in 5 minutes, and that a second check <br /> later in t3~e day recorded 6 cars and two trucks in a <br /> 5 minute period. If the proposed alley is opened, this <br /> traffic will move via Crawford over residential streets, <br /> Karon said , resulting in danger, noise, dust and di s- <br />10 ft. added turbance from truck traffic. If the proposed alley is <br /> vacated, 10 feet would be added to Rees' property, providing <br /> for a private alley running from the present alley to Lot 4, <br /> Mr. Karon said, and added that a 10 ft. driveway would be <br /> sufficient to serve Lot 4. If the proposed alley is opened, <br /> present east and west alley will serve no useful purpose, <br />No use for east fir. Karon asserted, stating that a request might then be <br />& west alley made to vacate the east and west alley. Karon said that <br /> private interests in this area can be taken care of~ with <br /> a private driveway and that opening of the proposed alley <br /> would create damage and be contrary to the public interest. <br />Sided by 28 Also stated that the petition was signed by 28 property owners, <br />property owners asking that the petition be granted and that some who were <br /> present wished to be heard at this time: <br /> <br />i~ilton H. Bohn, said if alley is opened, trucks coming out will make turn <br />1717 Asbury in his front yard so that lights would shine in their bed- <br /> room. Does not want truck traffic in front yard. <br />R. J. Curran, would have same situation with respect to his property as <br />1718 Asbury described by Mr. Bohn. ~ <br />
