~~ <br />Health Dr. Smiley said it is difficult to deal with nuisances with- <br />(cont'd) out an ordinance, and strongly urged adoption of an ordinance <br /> dealing with nuisances. Stated that where the nature of a <br /> violation requires the health Officer to visit the scene, <br /> having a medical man investigate with the pt3lice officer is <br /> extremely helpful. Zn connection with communicable diseases, <br /> for example, rabies, it is the duty of the Health Officer to <br /> see that the offending animal is confined until its condition <br /> i s ascertained, Smiley said, and that another problem is the <br /> handling of persons with communicable diseases who fail to <br /> observe rules. Dr. Smiley said that compensation of Health <br /> Officers varies, stating Robbinsdale pays their Health Officer <br /> X300.00 a year; Columbia Heights, X60.00 yearly and in some <br /> villages the health officer serves without pay. <br />Attorney asked After discussion, Attorney Graham was asked to prepare <br />to prepare:3ordinance a proposed Board of health ordinance and a proposed Nuisance <br /> ordinance. <br />Dr. Krezowski At this point, Dr. Krezowski, who was present, was introduced <br />by Mayor Henry to the council and to Dr. Smiley. <br />East - y~est Milner ~'~. Carley, Engineer, submitted plans for reshaping <br />Alley the alley bounded by Snelling drive and Arona between Larpenteur <br />and Crawford, and made the following recommendations: <br />(1) Scarify the alley between Sta. 2 and StaS,enough to <br />loosen up the present top and permit reshaping. <br />(2) add sufficient hot oil to the material which is being <br />reshaped to make it pliable and roil into place. <br />(3) Patch all holes in and. around the driving surface of the <br />alley not included in the above treatment. <br />(4) Place a tack coat of road oil over the portion of the <br />alley lying between Sta. 2 and Sta. 420 and cover this area <br />with 12" bituminous mat. <br />(5) peal coat and sand the entire alley. <br />Carley said h e was asking Contractor Holm to give Mr. vouglas <br />zees a price on all of this work. Engineer Carley added <br />that it is his opinion that the preset drainage system would <br />be adequate if the 12" pipe were cleaned out and particula~y <br />i f the water, now rushing to this- catch basin from the adjacent <br />parking lot, co uld be diverted so that it w ould drain to <br />Larpenteur avenue or at least be under co ntrol. <br />Approval of Shavor then moved that on the basis of the report rendered <br />plan. by Engineer Carley that the council approve the proposed <br />grade and plan for the repair of the alley as recommended, <br />and that the clerk be directed to write a letter to Mr. <br />Rees, authorizing him to proceed with the work in accordance <br />with the plan submitted by ~%ngineer Carley - this work to <br />be done in a manner satisfactory to the Street Commissioner, <br />it being understood that the Village will perform the work <br />of cleaning t't~e existing storm sewer. seconded by Stewart <br />and carried unanimously. <br />
