Olsen, incoming treasurer who will take office <br /> Jan. 2, 195L~, appeared before the council to participate in <br /> a discussion of matters pertaining to his taking over the <br /> duties of treasurer, Treasurer Van Hovers summarized what <br /> had transpired at the December 9, 1953 meeting with respect <br /> to coverage and costs of a complete audit of Village accounts, <br /> also audit of limited scope. The proposal to have a representative <br /> from the Public Examiner's office verify funds on hand with the <br /> retiring Treasurer and acceptance of same by the incoming <br /> Treasurer was also discussed. r,~r. Olsen then stated he would <br /> accept custody of the funds and accounts of the Village as <br /> turned over to him by~Treasurer Van Hovers without the services <br /> of the Public E:xaminer's office. <br />School Copy of Attorney Graham's letter of December 10, 1953, to <br />Bus Martin E. V~alsh, Pres., Columbia Transit Corporation, St Paul, <br />operations stating in answer to the Corporation's request for a permit, <br /> that "Under our interpretation of the law, no permit is necessary <br /> for the operation of a motor vehicle on the Village streets if <br /> that motor vehicle complies with local regulations as to speed <br /> and manner of operation and. any load restrictions which. are <br /> applicable." <br />Air In connection with complaint of }Ars. Donald Roth, 1870 Tatum <br />rifle about dogs being wounded by a neighbor with a high-povrered air <br />rifle, Attorney Graham reported there is a state law making it <br />a misdea~aanor to discharge an air rifle in a public place where <br />there is any person to be endangered. <br />Master Ga.s On motion by Henry, seconded by 5havor, it was voted unanimously <br />Installer's to approve application for Plaster Gas Installer's license from <br />license the Plit.ckl~l.l Company, 1669 Selby Avenue, S± Paul, and of issuance <br />of said license as of December 16, 1953• <br />Special On the question of whether the balance in the special assessments <br />Assessments fund should be transferred back to the general fund. The clerk <br />Fund trans- reported that what was originally stated in this regard appears <br />fer question on page 299 of the minutes as follows: "~ ~ ~ It was voted <br /> unanimously to authorize temporary transfer from the general fund. <br /> to the special assessments fund of X16,300.00 to cover the estimated <br /> costs of the Larpenteur Avenue curbing pro3ec t and of the seven-alley <br /> improvement pro3ect, to be assessed against the benefited property - <br /> said amount to be returned from the special assessments fund to the <br /> general fund as soon as collections are made from such assessments." <br /> Treasurer Van Hovers then pointed out that at the present time there <br /> are approximately ~5,600.G0 in the special assessments fund. He <br /> asked the council whether or not a transfer back to the general <br /> fund should be made or authorized at this time.
