~v <br />Street in the amount of $311.90 for period March 26 to April 25, 195, <br />bill leaving an available balance of X1,129.74 in 195l~ allotment, <br />was noted. <br />Petition re The clerk read a petition signed by A?ike J. Elnicky, 1532 West <br />unfinished Idaho, and 12 other residents on Idaho and Iowa, urging the <br />home, 1529 W. council to take action with respect to unfinished construction <br />Iowa Avenue of the ~ar_-es C. McGuire home at 1529 Plest Iowa tivenue, After <br />discussion, Stewart moved the appointment of Mayor Stenzinger <br />and Trustee Shavor as a committee to call on Mr. McGuire to see <br />if he will not agree to complete the construction of his home, <br />also that the first signer on the petition be so advised. <br />R.J. O'Connell Messrs. R.J. O'Connell, 1522 West Idaho and M. J. Elnicky then <br />M.J. E'lnicky appeared before the council to speak on the petition referred <br />to above, and were informed of the council's action to have a <br />committee call on Mr. ?McGuire. They were also informed by <br />our attorney that the statute does not give the council the <br />power to compel Mr. McGuire to complete his home unless there <br />are sanitary or safety reasons. <br />Drainage hole, Messrs. O'Connell and Elnicky also called attention to condition <br />Snelling at of the spillway at the Village drainage area on Idaho near <br />Idaho Snelling, and to the need of fencing the property to guard <br />against children being drowned in the deep water that accumulates. <br />in the area after a storm.. After discussion, Stewart moved <br />that the matter, including the drainage problem, be referred <br />to Trustee Hustrulid for handling. Seconded by Cartwright and <br />motion carried unanimously. <br />Sand on boulevards A4r. O'Connell also reported that sand from the mix used for <br />su~~acing the alley between Idaho and Iowa, running from Arond <br />to Pascal, had washed up onto boulevards along Arona in this <br />area. It was agreed to refer the matter to Street Commissioner <br />Seaborn with the sugPestion that he discuss same with Engineer <br />Carley. <br />Alley behind Don Julen reported that in connection with determining what it <br />Business block, would cost to repair the alley as was agreed to at the April 28 <br />harp. & Snelling meeting, he noticed recently that the Northern States Power Co. <br />was doing work in the alley, and that the Power Company people <br />said they were going to repair the holes because they had dug <br />up the alley last fall but were unable to finish the job with <br />winter coming on. The Clerk was asked to have Engineer Carley <br />check with the power company as to repairs they will make and <br />to see if adjusting the grade cannot be done at the same time. <br />Proposed bldg. Don Julen also discussed the proposed agreement between the <br />SE cor. Larpenteur owners of the property at the Southeast Corner of Larpenteur <br />& Snelling and Snelling and the Associated Investors relating to the <br />latter giving an easement on the alley for permit to park <br />on the southeast corner of Larpenteur and Snelling property. <br />Conrad Klatt Conrad Klatt, 1913 Sheldon, appeared before the council regard- <br />development ing eight acres of land he owns just north of the Falcon Heights <br />grade school.. Said he wishes to plat part of this property along <br />Albert and that Engineer Carley will at a later date present <br />the proposed plat to the council with recommendations on drainage, <br />etc. <br />
