~~J <br />REGULAR MEETING, ~Y~DNESDAY, MARCH 9, 1955 <br />Meeting called to order at 7:40 P.M., roll call recording the following council members <br />present: Robert E. Stenzinger, Mayor; George J. Shavor, Trustee; David P. Cartwright, <br />Trustee; Clyde J. Stewart, Clerk. Absent: Andrew Hustrulid, Trustee. Also present - <br />William E. Olsen, Treasurer, and Frank N. Graham, Attorney. <br />Minutes of February 2~t, 1955 were heard and approved as read. <br />Reqn. X51 500 3¢ postage stamps, 1 Scripto pencil, 100 sheets bond <br />Clerk's paper, letter size, and refill for ball point pen. <br /> Approved on motion by Cartwright, seconded by Shavor. <br />Reqn. #52 b pair wide vision goggles, 1 gal. solvent, and 500 each <br />Fire Dept. of report forms 106 and 113. Cartwright moved approval <br /> for securing the goggles and solvent, but that said forms <br /> requested be referred to the Volunteer firemen for study <br /> and recommendation. Stenzinger seconded and so ordered. <br />Reqn. #53 covering 4,000 Civil Defense cards per sample attached, <br />Civil Defense 100 arm bands (25 police - 50 warden - 25 plain), and 75 <br /> helmets, Ras discussed. Shavor moved. that the requisition <br /> be held over until we are informed as to the cost of the <br /> items. Seconded by Stenzinger and motion carried. <br />Rork schedule Letter of March 6 from Earl Grumke, Secretary, Volunteer <br />study by Vol. Firemen's Association, asking that the Volunteer's operational <br />firemen Board be given additional time to study the suggested watch <br /> schedule for the three paid firemen before making recommendations. <br /> Cartwright moved that the request be granted. Seconded by <br /> Stenzinger and motion carried unanimously. <br />Fire Dept. rules Letter of March 7 from Hal Newell, Secretary, Falcon Heights <br />& regulations Fire Department, submitting proposed manual of rules and <br /> regulations for the Fire Department. After discussion, <br /> Cartwright moved that the rules and regulations as submitted <br /> by the Volunteer firemen be referred to the Village attorney <br /> for comparison with the ordinance, for recommendations with <br /> respect to additions or corrections which may be necessary, <br /> and that copies be sent to members of the council. Seconded <br /> by Shavor and motion carried unanimously. <br />Mutual aid fire After discussion of letter of March 8 from Hal Newell, Secretary <br />protection agree- of the Falcon Heights Fire Department, with respect to the <br />ments mutual aid fire protection agreement now in effect with Roseville, <br /> Cartwright moved that Mr. Newell's letter be referred to the <br /> Mayor for consultation with the Secretary of the Fire Department <br /> and to find out what the present oral agreements are and the <br /> possibility of establishing new agreements. Seconded by <br /> Shavor and so ordered. <br />Sheriff's arrests- As to question regarding the governmental unit which should <br />fines collect fines on traffic violation tickets issued by the <br /> County Sheriff on County roads and Village streets within <br /> Falcon Heights. In writing under date of March 5, Attorney <br /> Graham advised as follows: nThe Sheriff and his deputies <br /> paid by the_County and their duty <br />are <br />are County officials~. <br /> _ <br />~ <br />is to enforce the State law.- Arrests made by, them and tickets <br /> issued by them are for violations of State law and the Pines <br /> arising out of such arrests and violations are to be turned <br /> in to the County Treasurer." <br />
